Introduct1on
ThIS report recommends that the CIty Council approve the
formation of an assessment dIstrIct to construct concrete gutters
and to resurface streets at varIOUS commercIally or IndustrIally
zoned locatIons In the CIty.
It also requests that the CIty
CouncIl adopt the attached ResolutIon of IntentIon and set a
publIC hearing for AprIl 22, 1986, for tne establishment of the
approprIate assessment dIstrIct.
Background.
Tne StreeI: ResurfaCIng Program approved for FY1985-86 Includes
gutter construction, street resurfaCIng and other constructIon on
varIOUS resIdentIal, conmmerclal and IndustrIal areas of the
CIty. Pursuant to current CIty POlICY, an assessment dIstrIct IS
formed to Include only commercIally or Industrially zoned
properties frontIng on the streets to be 1mproved WIth concrete
gutters and street resurfaCIng (resldentlal propertIes are not
assessed). Tne proposed assessed costs are: 1) 100% of the cost
of gutter construction estimated at $9.50 per front foot, and 2)
approxImately 50% of tne cost of street resurfaCIng est1mated at
$ 7.50 per front foot.
The total proposed assessment is $17.00
per front foot If both 1 terns are constructed In front of a
property. (Some propertIes presently have concrete gutters.)

Schader DrIve between Cloverfleld to west end
CommercIally or IndustrIally Zoned portIons of:
Yale Street between WIlshIre and Santa MonIca
PICO Boulevard between AppIan Way and 4th Street
Ocean Pront from PICO Boulevard to Bay Street
LIncoln Boulevard from Montana to San VIcente
19th Street between Wllshlre Boulevard and Montana Ave.
The assessment dIstrIct wIll be in accordance wIth the procedures
set forth In the Improvement Act of 1911 of the CalIfornIa
Streets and HIghways Code.
BudgetjFInancIal Analysls
A contract wIll be awarded In May 1986 for thIS work as part of
the 1985-86 Street Resurfacing Program and no approprIatIon
actIon IS requIred at thIS tIme.
The assessment distr ict wIll
gener a te revenues of approximately $26,600 for PY 1986-87. A

wlth the Clty Clerk at any tlme not later than the hour set for
the hearlng In the manner provlded by Streets and Highway Code
Sectlon 5220.
SECTION 8.
The Superlntendent of Streets shall cause to
be consplcously posted along the line of sald contemplated work
