Dlstrlct
IntroductIon
ThIS report requests the CIty CouncIl hold a public hearing on the
proposed gutter and street resurfacing assessment dIstrIct for varIOUS
CIty streets.
Background
The Street ResurfacIng Program approved for FY1985-86 Includes gutter
constructIon, street resurfacIng and other constructIon on varIOUs
reSIdentIal, conmmerClal and IndustrIal areas of the Clty.
Pursuant
to current CIty POlICY, an assessment dIstrIct IS formed to include
only commerclal1y or Industr Ially zoned proper ties fronting on the
streets to be Improved wIth concrete gutters and street resurfaCIng
(reSIdential properties are not assessed).
Tne proposed assessed
costs are: 1) 100% of tne cost of gutter constructIon estImated at
$9.50 per front foot, and 2) approxImately 50% of the cost of street
resurfaCing estimated at $7.50 per front foot.
The total proposed
assessment IS $17.00 per front foot If both Items are constructed In
front of a property.

assessmen t d istr ICt and set a publiC hear ing for Apr 11 22, 1986, to
hear any protests~
In accordance with the Improvement Act of 1911, the following noticing
procedures were followed:
l) notIces were maIled to commercIal
property owners fIfteen days In advance of the publIC hearing (AprIl
7, 1986),
2) notIces were posted on the sub] ect proper tIes, and 3)
the Resolution of Intention adopted March 25, 1986, was publIshed on
AprIl 3 and 4 In the EvenIng Outlook~
BudgetjFlnancial Analysis
The assessment dIstrIct will generate revenues of approximately
$26,600 for FY 1986-87. A detailed breakdown of assessments WIll be
avaIlable upon confirmatIon of assessments after the work has been
cornpleted~
