SUBJECT: Public Hearing on Gutter, Street Resurfacing and Tree
Planting Assessment District for Colorado between 14th
street and Cloverfield
Introduction
This report recommends that the City council hold a public
hearing to hear protests, if any, regarding the formation of an
assessment district to construct concrete gutters, reconstruct
the street and plant trees along Colorado Avenue between 14th
street and Cloverfield.
Background
The reconstruction of Colorado Avenue between 14th Street and
Cloverfield was approved by the city council in FY 1984-85 as a
Federal Aid Capital Project Improvement.
The reconstruction
includes widening the intersections at 17th and 14th to provide
left-turn pockets, changing the striping at 20th to provide a
left-turn pocket, upgrading traffic signals, improving drainage,
providing handicap ramps, and increasing radii at several
intersections to allow buses and trucks to turn without crossing
into other traffic lanes.
The overhead cables will be placed
underground and the poles will be removed within six months. The
reconstruction project, estimated at $750,000, is being financed
with approximately 87% in Federal Aid Urban funds and 13% in
City Gas Tax funds. The federally-funded portion of the project
will be combined City of Santa Monica and County of Los Angeles
FAU allocations.

On February 10, 1987, the city council approved an assessment
district whereby commercial property owners benefiting from the
street resurfacing, gutter construction and tree planting will be
assessed a portion of the cost. Residential property owners will
not be assessed.
The proposed assessments, in accordance with
city policy, are as follows:
Gutter construction at $9.50 per front foot,
street resurfacing estimated $7.50 per front foot, and
Tree planting at $3.00 per front foot.
commercial property owners will be assessed for trees and
concrete gutters if none exist. All commercial property owners
will be assessed for street resurfacing.
If all of the above
items are constructed along a property, the commercial property
owner will be assessed $20 per front foot.

federally-funded reconstruction of Wilshire Boulevard from Ocean
Avenue to Centinela Avenue and on commerical and industrial
properties in the city's annual street resurfacing program for
the last three years.
In accordance with the procedures set forth in the Improvement
Act of 1911 of the California streets and Highways Code, Notices
of Public Hearing and were sent to property owners and posted
along Colorado fifteen days in advance (February 23, 1987) of the
public hearing.

Recommendation
It is recommended that the city Council:

2. Close the public hearing and acknowledge any protests; and
3. Adopt the attached Resolution.

This letter is legal notice as required by the Improvement Act of
1911 proceedings under which the above work will be done.
You are hereby notified that the city Council of the city of
Santa Monica, California, adopted Resolution No. 7371 (CCS) on
February la, 1987 declaring its intention to resurface streets,
construct gutters and plant trees on Colorado between 14th and
Cloverfield, declaring the work to be of more than local ordinary
public benefit, and that a portion of the expense thereof shall
be assessed upon a district. Commercial property owners will be
assess approximately $9.50 per lineal foot for gutter
construction and $7.00 per lineal foot for street resurfacing.
RESIDENTIAL PROPERTIES WILL NOT BE ASSESSED.
A public hearing regarding the proposed improvement will be held
at 7:30 PM, March 10, 1987, in the Council Chambers, City Hall,
1685 Main Street, santa Monica, California 90401. All protests
regarding this matter must be filed in writing in the Office of
the city Clerk before said time, and all protests so filed will
be considered by the City Council at that time. Each protest
must contain a description of the property in which each signer
thereof is interested.
The total project cost is estimated to be approximately $750,000.
The amount to be assessed upon the district for this improvement
is approximately $100,000. Records available indicate you own
property in the above district. Requests for copies of the
Resolution of Intention which contain further particulars on this

As you may be aware, SoPac 18 10 the flnal stage of
processlng an Appllcatlon for Development Agreement wlth the
Clty on the Colorado Place Phase III slte. An Envlronmental
Impact Report was completed some tlme ago and 10 accordance
wlth the flndlngs of that report, we have agreed to provlde
the lmprovements llsted on the attached Exhlblt D, some of
WhlCh dupllcate that work proposed ~n the Resolutlon of Inten-
tlon.
Due to thlS potentlal dupllcatlon of lmprovements and
costs, we request that the assessment d1strlct be establ1shed
to exclude all property East of 20th Street, at least untll
such t1me as 1t lS flnally determ1ned whether or not our Deve-
lopment Agreement 1S to be executed. If the Development Agree-
ment lS executed, then 100% of the contemplated work w1Il
be performed by SoPac at lts sole cost and expense. If the

EXHIBIT D
REQUIREMENTS OF THE GENERAL SERVICES DEPARTMENT
The following improvements are derived from the
"Colorado Place Phase III Transportation Impact Analysisft pre-
pared by DKS Associates for Michael Brandman Associates as part
of the Environmental Impact Report for Colorado Place Phase III
and additional improvements requested by the City of Santa
Monica General Services Department:
1. Re-stripe the northbound approach on 20th Street
at wilshire Boulevard to provide two through lanes instead of
one right-turn only lane and one through lane. Upgrade the
traffic signal controller at this intersection to a solid state
controller.
2. Widen Colorado Avenue by 10 feet on the south-
erly side to create two through traffic lanes eastbound and
westbound on Colorado Avenue between 20th Street and Clo-
verfield Boulevard and one continuous left-turn lane in the
middle of the street. Construction shall include (a) new curb
and gutter, (b) all new sidewalks, (c) eight inches of concrete
pavement in the street-widened portion, (d) 20-foot radius curb
returns at 20th and C10verfie1d intersections, (e) relocation

of existing traffic signals and utilities, (f) handicapped
ramps, and (9) corner cut-off easements for a four-foot clear-
ance at the rear of each ramp. Construction will also include
reconstruction of a portion of the eastbound fast lane with 11
inches of A.C. pavement and A.C. overlay of the street by
heat-remix method to the center line, reconstruction of exist-
ing storm drain laterals and re-striping of the street.
3. Establish an additional 250-foot long right-turn
lane at the eastbound approach to the Colorado Avenue and Clo-
verfield intersection. This lane will be incorporated in Item
No. 2 above as a part of the curb, sidewalk, handicapped, util-
ity, and construction specifications.
4. Create three full lanes for southbound traffic
on Cloverfield Boulevard between Colorado Avenue and Olympic
Boulevard by widening Cloverfield Boulevard 9-1/2 feet on the
westerly side. Construction is to include (a) all new side-
walks, curb and gutter, (b) an a-inch thick P.C.C. widened sec-
tion and slurry seal of Cloverfield Boulevard for the remaining
width, (c) construction of a 20-foot radius at Cloverfield and
Olympic with new handicapped ramp, and associated sidewalk
easement, and Cd) relocating existing traffic signals and
utilities at the intersections.

5. Participate in modernizing the traffic signal
standards, conduits, signal heads and controllers for the
intersections of Cloverfield with Colorado and Olympic. Prop-
erty Owner shall be responsible for only one quarter of the
cost.
6. On Olympic Boulevard, construct a conventional
curb and an eight-inch wide p.e.c. gutter from the intersection
of Cloverfield and Olympic to a point 210 feet westerly from
such intersection and a conventional curb and 30-inch wide
P.C.c. gutter from a point 210 feet westerly of the intersec-
tion of Olympic and Cloverfield to a point in the easterly
boundary of the railroad right-of-way described in Parcel 6
where it intersects Olympic. provide a sidewalk easement at
the bus stop area to allow for a 10-foot parkway and sidewalk
area from the curb face. Construct a new sidewalk at the rail-
road on Olympic crossing over Parcel 6.
7. Widen 20th Street as required to create a
250-foot long right-hand turn lane onto eastbound Colorado Ave-
nue. Widened street to be in a inches of P.C. concrete. All
existing sidewalks on 20th Street from Colorado to the southern
boundary of Parcel 6 to be replaced and the street re-surfaced
to the center line with one and one-half inch A.C. Participate
in modernizing the traffic signal standards, conduit, signal

heads and controller for the intersection of 20th Street and
Colorado Avenue. Property Owner shall be responsible for
one-quarter of the cost for such modernizations.
8. Provide new street sections (a-inch p.e.c.) for
rignt-turn pockets (150 feet in length) at each major driveway
and drop-off point to the Project with all necessary sidewalk
easements.
9. Furnish a hydrology study for the site and adja-
cent streets in accordance with Department guidelines. Any
work to be performed as a result of this study will be limited
to that directly related to impacts of the Project on drainage
in the area.
10. Civil engineering plans shall be prepared to
City standards for all off-site improvements and submitted to
the Office of the City Engineer for review and approval.
11. Design and construct high pressure sodium street
lighting on the south side of Colorado Avenue from 20th to Clo-
verfield, on the west side of Cloverfield from Colorado to
Olympic, and on the north side of Olympic from Cloverfield to
the east side of the railroad right-of-way described in Parcel
6, and on the easterly side of 20th Street from the northerly
boundary of Parcel 6 to the intersection of 20th Street and

Colorado. Lighting design to be consistent with Colorado Place
Phase I and Phase II under Agreement for Street Lighting
Installation and Maintenance between Colorado Place Limited and
the City of Santa Monica dated May 31, 1983.
12. Furnish and install street trees on (a) 20th
Street from the northerly boundary of the railroad right-of-way
described in Parcel 6 to Colorado, (b) Colorado from 20th
Street to Cloverfield, (c) Cloverfield from Colorado to Olym-
pic, and (d) Olympic from Cloverfield to the easterly boundary
of the railroad right-of-way described in Parcel 6. Type,
spacing and planting specifications will be part of the project
landscaping plans to be approved by the Architectural Review
Board and subject to the satisfaction of the Director of Recre-
ation and Parks.
13. Shoring plans, where shoring may be required,
will be submitted to the engineering division for review and
approval. The fee for tiebacks in the public right-of-way will
be $150 per tieback or soldier beam encroaching in the street
right-of-way.
14. In lieu of the water connection fees for both
domestic and fire protection services, Property Owner will
install a 14 inch water line from 19th Street to Cloverfield on

Olympic and a 12 inch water line on 20th Street between
Colorado and Olympic. These water lines will provide the
required fire service for the Project. Installation will
include fire hydrants as required by the Fire Department, a 12
x 12 tee on Colorado at 20th Street and a 14 x 12 cross on Clo-
verfield at Olympic with a tie-in of the existing lines on
Olympic to the new lines. Work to be done in accordance with
Santa Monica standards. Because the new water lines to be
installed pursuant to this paragraph will benefit properties
other than the Real Property, the City will reimburse Property
Owner for a pro rata portion of the cost of such installation,
which reimbursement shall not be required until City collects
appropriate fees from subsequent developments on real property
benefitting from such installation.
The General Services Department and Property Owner
may agree upon substitute improvements for any of the foregoing
which are designed to improve traffic, utility or drainage con-
ditions related to the Project so long as the total cost of
such substitute improvements does not exceed the total esti-
mated cost of the deleted requirements, computed on the date
upon which a contract is entered into for the substitute
improvements.
