Setting November 25~ 1980 for a PubllC Hearlng on the Construction of Concrete Gutters on Twenty-Eighth_Street Between Pleo Boulevard and Ocean Park Boul evara--- -- - ~ IntroductlOn This report recommends that an assessment dlstrlct be formed to construct concrete gutters on Twenty-Eighth Street between Pico Boulevard and Ocean Park Boulevard. ~ackgroun~ Many of the streets in Santa Monlca were constructed without concrete gutters durlng the period from 1920 to 1950. The asphalt pavlng at the gutter llne has severely eroded and is a contlnuous maintenance problem on these streets. Slnce 1965 the City has constructed concrete gutters on most streets at City expense as a part of the resurfaclng program. The most recent streets where this was done were Idaho from 4th to 12th and 23rd Street from Ocean Park Blvd. to Ashland. Because of the large numbers of streets which require improvements and because the amount of repa1r work that can be done uSlng gas tax funds has been severely eroded by lnflation~ the staff belleves that lt is necessary to assess the costs of the gutters to property owners, and to retain the policy of the Clty paYlng for the resurfacing with gas tax funds. It should be noted that the staff has been requirlng concrete gutters to be lnstalled by developers Slnce 1978 as a conditlon of approval. ,p OCT 2 8 trSfJ e e To: Mayor and Clty Council -2- October 20, 1980 The Improvement Act of 1911 provides methods whereby all improvements including resurfacing, street llghts, street trees, curbs, sidewalks, gutters, sewers and other improvements may be assessed to abuttlng property owners. If the Council adopts the POllCY of assesslng for gutters, as recommended, and a continuation of the polley of the City paYlng for resurfaelng, the costs wlll be dlstributed approxlmately 1/3 to the property owner and 2/3 to the City for a tYPlcal street. The assessments will be $8.50 per front foot. Recommendation It is recommended that the Council adopt the Resolutlon of Intention setting a Public Hearlng for November 25, 1980. That the publlC lnterest requ1res and lt 15 the 1ntention of the City Council of the City of Santa Monlca to order the following work to be done, to wit: The constructlon of concrete gutters along Twenty- Eighth Street between P1CO Boulevard and Ocean Park Boulevard all ln the City of Santa Monlca. The estlmated assessment cost of the improvement lS 58 50 per front foot. SECTION 2. That said proposed work or lmprovement ln the oplnion of the City Coune1l of the City of Santa Monica 15 of more than local or ordinary publlC benefit, and said Council hereby proposes that the dlstrlct in the City of Santa Monica to be benefited by said work or improvement and to be assessed to pay the cost and expense thereof, lneludes all of the property abuttlng Twenty-Eighth Street between Pica Boulevard and Ocean Park Boulevard. -1- , . , e e SECTION 3. The Superlntendent of Streets lmmediately shall cause to be conspicuously posted along the line of sald contemplated improvement notlce of the passage of th1S Resolutlon of Intentlon ln the manner and form prescribed by law. The Clty Clerk hereby 1S directed to mail notice. in the manner and form prescribed by law, of the adoption of this resolut1on to all persons owning real property ln the hereinbefore described assessment dlstrict, whose names and addresses appear on the last equalized assessment roll for Clty taxes or as known to the Clty Clerk. SECTION 5. That lf the property owner does not notlfy the Clty wlthln 15 days after the public hearing that he will do the work hlmself then the Clty wlll commence the requlred work. SECTION 6.
