Introductlon
ThlS report recommends the formation of an assessment distrIct to construct
concrete gutters and to pl~nt trees on Wllshire Boulevard between Ocean Avenue
and Twenty-first Street. It also requests that Council set a pUblIC hearing
for September 22, 1981 and direct the Street Superlntendent to order the work
done.
Background
Concrete gutters should be constructed as a part of the W11shire Street
Reconstruct1on and Resurfacing ProJect. The asphalt paving at the gutter line
1S severely eroded and 1S a contlnuDUS malntenance problem on these streets.
Slnce 1965, the City has constructed concrete gutters on most streets as a part
of the resurfaclng program. The most recent streets where thlS was done are
Broadway and Colorado from Ocean to Lincoln, and Main Street from P1CO to
Holllster.
In additIon to the construction of concrete gutters, Staff recommends the p1ant-
1ng of trees on W1lshire Boulevard. This is a goal of the General Serv1ces
Department and approved by the City Counc1l during the 1981-82 budget sessions.
The Improvement Act of 1911 provldes methods whereby all improvements Including
resurfaclng. street llghts. street trees, curbs. sidewalks, gutters may be
assessed to abutting property owners As this will be a commerclal assessment
district, Staff recommends thlS be a cash assessment and no bonds be issued.

In addition, property owners should be assessed the full cost for the construc-
tion of the gutters. The funds derived from the assessment may be used to
meet the City's obligatlon of matching funds on this FAU proJect.
Recommendatlon
It 1S recommended that Council adopt the attached ~esolutlon setting a Public
Hearing for September 22, 1981, and directlng the Street Superintendent to
order the work to be done.

Code, the Clty Councll of the Clty of Santa Monica does rereby order and declare
that on the 22nd day of September 1981, at 7:30 P.M., in the Council Chanbers
of City Hall, It wlll hear and ~ass upon obJections or protests, i~ any, ~~lch
may be ralsed by any property owner or ot~er interested ~erson.
