SUBJECT: Proposed Concrete Gutter Construction and Tree Planting on Wilshire
Boulevard Between Ocean Avenue and Twenty-First Street
Introductlon
ThlS report requests City Council hold a public hearing for the construction of
concrete gutters and the planting of trees on Wilshire Boulevard between Ocean
Avenue and Twenty-first Street.

On August 12, 1980, staff presented the Wilshire Street Resurfacing Project, as
well as the Fourth Street on-ramp, for the City's FAU proJect funded by the S1X-
year Federal Aid Urban street reconstructlon fund. The Council chose the lJilshire
proJect to submit for approval. Wilshire Boulevard was last resurfaced 27 years
ago. The trafflc signals were lnter-connected and synchronized elght years ago.
Buses and trucks have structurally deteriorated the pavement and heavy vehicular
parking and water has eroded the asphalt gutters. Outside consultants have studied
the street and have determlned that reconstructlon is necessary.
Staff proposes to reconstruct the parking and adjacent drivlng lanes (from the
curb to 20 feet from the curb) with Portland Cement Concrete. A two foot width
of concrete at the curb will be poured separately to construct the gutter. This
cost is proposed to be assessed to the property owner. In addltion, the City
will plant large trees ln 42-lnch minlmum size boxes. The species wlll be ln
accordance wlth the City's tree plan. ThlS project will provide a structurally

sound pavement for buses and heavy trucks that will last for many years and
greatly reduce maintenance costs. In addition, there will be greater drainage
capacity due to lncreased curb helght. The concrete gutters will also decrease
maintenance costs. It is estlmated this project w1l1 reduce street maintenance
costs by $10,000 annually.
The estlmated assessment cost for the concrete gutters ;s $9.50/front foot.
The actual cost will not be known until bids for the project are opened. The
estimated assessment cost proposed for the tree planting is $3.00/front foot.
Recommendation
It is recommended City Council:
1. Open the public hearing;
2. Close the public hearing and overrule any protests; and
3. Adopt the resolution ordering the work.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA ORDERING THE CONSTRUCTION OF
CONCRETE GUTTERS AND THE PLANTING OF TREES ON
WILSHIRE BOULEVARD BETWEEN OCEA~ AVENUE AND
TWENTY-FIRST STREET, ALL WITHIN THE CITY OF
SANTA MONICA.
W HER E AS, the City Co u n c il 0 f the City 0 f San taM 0 n i c a ,
on the 25th day of August, adopted Resolution No. 6350 (CCSl
setting a public hearing; and
WHEREAS, written notices of said improve~ent have been
given in the manner required by law; and
WHEREAS, any and all written obJections and protests to
the ~ork or the extent of the district to be assessed were heard
and considered by the City Council;
NOW, THEREFORE, THE CITY COU~CIL OF THE CITY COUNCIL OF
THE CITY OF SA~TA MONICA DOES RESOLVE AS FOLLOWS:
SECTION
1
1.
That the public convenience and necessity
require the construction of concrete gutters and the plantlng of
trees on Wilshire Boulevard between Ocean Avenue and Twenty-first
Street, all wlthin the City of Santa Honica.
SECTION 2. That all protests and objections of every
kind and nature to the construction of concrete gutters and the
plantlng of trees on Wilshire Boulevard between Ocean Avenue and
Twenty-first Street, all within the City of Santa Monica, be and
the same are hereby overruled and denied.
SECTION 3. That pursuant to Streets and Hlghways Code
Section 5880, the Street Superintendent is directed to commence

above described if the construction and tree planting is not
commenced and prosecuted to completion with due diligence by any
property as required by Streets and Highways Code Section 5879.
SECTION 4.
That the City Clerk shall certify to the
adoption of this resolution and thenceforth and thereafter the
same shall be in full force and effect.
