Set PubllC Hearing for December 9, 1980, for Assessment of
Costs for Gutter Assessment Distrlct No.1 on Broadway (G-80-1)
Introduction
This report requests the Clty Council set a Public Hearing for the assessment
of costs of Gutter Assessment Dlstrlct No. 1 on Broadway between Ocean Avenue
and Lincoln Boulevard.
Background
On February 26, 1980, the City Council ordered the construction of concrete gutters
on Broadway from Ocean Avenue to Llncoln Boulevard (Item 76). The work has been
completed and property owner1s share of the costs wl11 now be due. A public
hearing must be held pursuant to Section 5882 of the California Streets and
Hlghway Code. A resolution settlng the publlC hearing lS attached. A Property
Map and Assessment Roll will be presented with the Staff Report at the tlme of
the Public Hearing.
Recommendatlon
It is recommended the City Council adopt the attached resolutlon setting a
public hearing for December 9, 1980, on the assessment of costs of Gutter
Assessment Distr1ct 1.

Re: Gutter Construction on Wilshire Boulevard
It ~s our intention to protest our Gutter Construction
Assesment of $1,162.50. The work was not requested by
us and was totally unnecessary. ~e received no benefit
at all from the work~ as our gutter worked perfectly before
and the pavement quallty of Wl1shire Boulevard waS quite
adequate. The job was supposed to take three months and
ended up taking nine and one-half months. It caused us
a great monetary loss, as our store was effectlvely bar-
ricaded on all sides for two weeks during the Christmas
season and customers had to walk two blocks to get to us.
For us to pay for the ~nConvenlence for such a frlvolous
project which waS designed more for bus trafflc than any-
thing is totally ludicrous. I've yet to see one of our
customers get dropped off by a bus from L.A.
