Various streets
Introduction
This report requests that the City Councll set a public hearlng
for January 22, 1991, to hear protests regardlng the ,'lark and
confirm the assessment of costs for the installation of street
lighting on the following streets:
1. 24th street, Pico Boulevard to Pearl street
2. Franklin, Northerly city Limits to City
reservoirs
3. Ashland, 4th street to 6th street
4. 15th street, Broadway to Colorado Avenue
5. Harvard Street, Montana Avenue to wilshire
Boulevard
6. Delavlare Avenue from Stewart Street to Narvllck
Avenue
7. Plne street from Lincoln Boulevard to 7th Street
8. 1Dth street, at Ashland Avenue and 220'
southeasterly
9. 7th Street, Colorado Avenue to Olymplc Blvd.

Discussion
On March 13, 1990, the city Council awarded a contract for the
installatlon of street llghting on the streets listed above.
This award followed the submittal to the city of petitions from
residents of these streets requesting that street Ilghting be
installed. The work has been completed and it is now appropriate

to assess the property owners for the cost of the work. In order
to implement this assessment, a public hearing must be held
pursuant to Sectlon 5882 of the Callfornla streets and Hlghv.'ay
Code.
A copy of the resolutlon settlng the publlC hearlng 1S
attached. A Property Map and Assessment Roll will be presented
wlth the staff report at the time of the public hearing.
Budget/Financial Impact
A contract was awarded to paxin Electric, Inc., for $348,475.00
on March 13, 1990 to install the street lights discussed above.
Funds in the amount of $99,767 were encumbered in Account No.
01-770-453-25489-8917-99155
and
$53,028
in
Account
No.
01-770-453-25490-8917-99155 which represents the City's share of
the
cost
of
the
project
(approximately
one-half)
plus
contingencies.
The remaining cost will be recovered by cash
payments of assessments or bonds.
A detailed breakdown of the
assessments will be presented at the time of the public hearing.
Recommendation
It lS recommended that the City Councll adopt the attached
resolution setting a public hearing for January 22, 1991, on the
assessment of costs for street llghting on various streets.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SETTING A PUBLIC
HEARING FOR ANY PROTESTS OR OBJECTIONS TO
THE CONFIRMATION OF ASSESSMENTS FOR
STREET LIGHTING ON VARIOUS STREETS,
ALL WITHIN THE CITY OF SANTA MONICA
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The Superlntendent of Streets will file a report
of work pursuant to Seetlon 5882 of the Streets and Hlghways Code
of the state of California, relating to the installation of
street lighting completed on:
1. 24th street, from Pico BOUlevard to Pearl Street;
2. Franklin, from Northerly City Limlts to Clty
reservoirs;
3. Ashland, from 4th Street to 6th Street;
4. 15th street, from Broadway to Colorado Avenue;
5. Harvard Street, fron Montana AVenue to Hllshlre
Boulevard;
6. Del aware Avenue, from S tewa rt street to W arw lck
Avenue;
7. Pine Street, from Lincoln Boulevard to 7th Street;
8. lOth street, at Ashland Avenue and 220'
southeasterly;
9. 7th Street, from Colorado Avenue to Olymplc
Boulevard Westbound; and
10. Lincoln Boulevard, from Santa Monica Boulevard to
Olympic Boulevard Westbound,
all within the City of Santa Monica.
SECTION 2. Pursuant to Section 5870, et seq. of said
Code, the City Caunell does hereby order and declare that on the
22nd day of January, 1991, In the Clty Chambers of the Clty Hall,
it wlll hear and pass upon any and all objections or protests to
the report of work of the superintendent of streets, and the
amount of the assessment asslgned against the real property
descr1bed in said report.
SECTION 3 .
All protests or objections must be in
writing and filed with the City Clerk on or before the time set
for hearing of protests and objections.
SECTION 4.
The City Clerk hereby is directed to mall
notices, in the manner and form prescribed by law, of the
adoptlon of thls Resolutlon to all persons ownlng real property
in the hereinbefore descrlbed assessment district whose names and
addresses appear on the last equal ized assessment roll for the
city taxes or as known to the City Clerk.
SECTION 5. The City Clerk shall certlfy to the adoption of
this Resolutlon, and thenceforth and thereafter the same shall be
in full force and effect.
