I spoke to him on April 11, 1985, and I have not seen them on the street lights yet. Mr. Scott Smith, who owned 708 Strand Street signed the netition for installation of lights as the owner of my house if 702. Is this why I got the two lights, wh1ch I did not need or want? I'm enclosing a copy of his signature for the lights. I hope we can find a way to turn these li~hts off. Since they have been installed I haven't been able to sleep properly. Only now that the lights are set In cement are we asked to comment. nxperience has sho~n us that the street lights do not enhance safety, deter crlme, or any of the other thlngs promlsed (except cost money). Instead, they encourage teen actlvlty to a later hour, making for a noisier, less tranquil nelghborhood. There also seems to have been an UPsurge of night crlme ln our immedlate area Slnce the lights were-lit. Indeed, we CHALLENGE the SMPD to show statistlcally that there has not been an lncrease ln nlght CTlme sin~e the lights have been in use. In a word, we are OUTRAGED that this expensive boondoggle is belng fostered upon us, and would llke to go on record as recommending immedlate removal of the lights and a return to the nocturnal tranquillty enjoyed by resldents on streets where night means night. Pursuant to the Improvement Act of 1911 of the California Streets and Highways Code, this letter is notification that the City Council, pursuant to Resolution of Intention No. 6898 (CCS) adopted August 13, 1984, has scheduled a hearing to hear and pass upon the report of the Superintendent of Streets of the cost of the installat1on, in connection w1th the above-described project, together with any obJect~_ons and protests, if any, which may be raised by any property owner liable to be assessed for the cost of such street light installation and any other interested persons. Any protests or objections must be in writ1ng and must be filed with the City Clerk on or before the time set for the public hearing. Upon confirming the report of the Superintendent of Streets, as provided for in the Improvement Act of 1911 of the Ca11forn1a Streets and Highways Code, the cost of the street light installation will be assessed against your property, and you will be notified of the manner of the payment.
