Applicant: Abbey Sheli' Appellant: Councilmember David Finkel ;;. c.J3 r- C'Y'~ BACKGROUND Attached is the report submitted to the City by the engineering firm of Mestre Greve Associates regarding the results of the noise measurements taken on June 30, 1988 at the Edgemar Development on Main Street. The noise test was conducted to determine the impact of noise generated by the restaurant in the development on the surrounding neighborhood. The study, conducted after 11 p.m., determined that noise resulting from people talking loudly, cars entering and exiting the parking area, cars starting, car doors being slammed, car horns and car alarms would not create noise levels in excess of the allowable noise standards specified in the city Noise Ordinance (Ordinance 1406 (CCS)). On July 22, 1988 the project applicant, Councilmember Dennis Zane, neighbors, City staff and noise and engineering consultants hired by the applicant met to review a potential solution to mitigating the impact of noise on the residents adjacent to the - 1 - The proposed solution ~pp\eMeA.t ~5-8 AUG 9 1988 Edgemar Development at 2414 Second street. . . involved constructing a four foot high plexi-glass wall above the existing concrete block wall and adding a planter shelf at the top of the concrete block wall. An additional solution to buffering the noise was to install air conditioning units to each of the apartments. At the conclusion of the meeting it was determined that the applicant should submit both a written summary of the proposal to outline its effectiveness in noise mitigation, as well as detailed drawings demonstrating the proposed wall in relation to the Second Street residence. This information is then to be evaluated by City staff. Ditmar City or Santa Monica Santa Monica Municipal Airport 3200 Airport Avenue Santa Monica, CA 90405 Dear Hank; This letter is to inform you of the results of the noise measurements for the Edgemar Development, located at 2435 Main St, taken on June 31, 1988. The measurements were made Wlth a Bruel & Kjrer Model 4427 computer noise monitor and a Model 4155 microphone. The system was calibrated before and after the measurement with a Bruel & Kja:r Model 4230 calIbrator with certification traceable to the National Bureau of Standards. The system was programmed to measure for a thirty minute period givmg the Leq, Lmax, L3.3. L 10, L 25, and Lso for that time penod. A graphic plot of the noise level was also taken. The monitor was set up in the bedroom of the home at 2414 Second Street adjacent to the north comer parkmg area of the project. The window of the bedroom was left open during the measurements. A block wall which partially bloke the line of sight mto the bedroom acts as a noise barrier reducing the noise level. The measurement period started at 11:06 pm and lasted tlurty minutes. Noise was created in the parkmg lot by local residents and city officials. The nOises consisted of people fal1cing loudly, cars entering and exitmg the parking area, cars starting, car doors being slammed. car horns, and car alanns gomg off. In andition there were people in the bedroom who made noise that was significant enough to affect the measurement results shghtly . The measurement results are presented in Table 1. The City of Santa Monica Noise Ordinance specifies an allowable exterior median noise level from 12 am to 7 am and 10 pm to 12 am on Monday through Friday of 50 dBA for residential zoning This standard 1S also in effect Saturday and Sunday from 122m to 8 am and from 10 pm to 12 am. The allowable exterior merlilln noise level from 7 am to 10 pm Monday through Friday and 8 am to 10 pm Saturday and Sunday is 60 dBA. The median noise level is the measured LSO noise level. The SO dBA standard is used because it is the most stringent standard. The results show that the measured noise level was 9.3 dBA less than the exterior standard. These measurements were taken mdoors with the wmdow open. Being indoors With the open window produces results at most 10 dB lower than would be measured outside the window. Therefore, the exterior LSO is less than SO dBA and the project is in compliance With the City of Santa Monica Noise Ordinance.
