INTRODUCTION
At 1ts meetlng on July 23, 1985, the Clty Councll granted an ap-
peal from the Plannlng Commlsslon's actlon on the subJect proJect
and dlrected staff to present flndlngs for adoptlon at a subse-
quent Councll meetlng.
ThlS report presents proposed flndlngs
for Councll adopt1on.
RECOMMENDATION
It 15 respectfully reconunended that the Clty Councll adopt the
followlng flndlngs In connectlon w1th Development Revlew Permlt
No. 299:
FINDINGS
1. The proposed proJect conslsts of a change of use of a 9600
square foot concrete block bUlldlng located at 1834
Franklln Street In the Ml D1strlct, prev10usly used as a
warehouse, to an automotlve laboratory and auto body re-
palr shop ("the proJect").

7. At the conclus~on of the appeal hearlng and Councll the
dlScusslon Clty Councll voted unanlmously to grant the
appeal wlthout preJud~ce and remand the proJect to the
Plannlng Commlsslon because ser~ous questlons had been
ra~sed regardlng whether the proposed project would have a
slgnlflcant lmpact on the env~ronment as a result of alr-
borne em~SSlons, trafflc clrculat~on and proper storage of
potent~ally hazardous substances
DECISION
Based upon the foregolng f~nd~ngs, the Clty Councll of the City
of Sdnta Monlca grants the appeal and remands Development Revlew
Permlt No. 299 to convert an eXlstlng bu~ldlng to an auto labora-
tory and auto body shop to the Plannlng COTIUUlss10n and dlrects
staff to prepare an Inltlal Study on the project pursuant to the
Cl ty' s GUldellnes for Implementatlon of the Callfornla EnVlron-
mental Quallty Act.
