Subject: Materials for Water Pipe and Flttings
Introduction
ThIS report transmits a previous staff report and data regardIng
the use of asbestos-cement (A/C) pipe versus alternate available
pIpe, and fItting materials, and makes recommendations for
contInuing the use of AIC pIpe and control of aggressivity of
local water.
Background
A reVIew of the varIOUS types of pIpe avaIlable shows that copper
pIpe IS the best for use for drinkIng water. However, copper
pIpe is not available In the sizes used In municipal water
dIstributlO'1 systems. Cement lined steel pipes use gaskets and
JOl'1ts made of '1eoprene which is a known carclnogen. Cast-iron
pIpe 15 also WIdely used, but has coal tar 11'1ing which is knowl"]
to be a carcinogen and uses neoprene gaskets. Asbestos-cement
plpes are the safest and most feaSIble to use in the opinIon of
the majOrIty of publIC wo r k 5 and public health adminIstrators.
SInce 1954, when Santa Mo n i c a experienced an exte:r:lSIVe red water
(rust) problem, Water Operations has maIntained a dally program
of co~trolllng the aggressivIty of the water, Le. the abIlIty of
water to dIssolve mlnerals. SemI-annual testIng fOT
asbestos-cement flbers In water indicates that the increasing

usage of asbestos-cement pipe in the C~ty system does not add any
fiber content over that WhiCh occurs naturally in soil and which
is pIcked up by the water as It runs through the California
ACQueduct fro(1) Northern California. The attached staff report
(September, 1980) as approved by Council IndIcated
~ecommendations to:

1 . Continue the use of AIC pIpe in Santa Monica.
2. Test for asbestos fibers twice annually.
3. Continue the program of aggressivity control.
These continuing practIces have demonstrated the desIrability of
uSIng Ale under controlled condItions.
RecommendatIons
In view of the appare'1t relIability and safety of use of the
materIal, it is recommended that staff:
1- Continue of the practIces and policies as approved in
the September, 1980 staff report.
2. ContInue to morll tor industry and medical studies
releva'1t to its use.
3. SInce AIC pIpe represents 17% of the pipe now in the
system, Increase the frequency of samplltJ.g and testing
for fIbers by 50% to three tImes yearly.
4. Follow AmerIcan Water Works ASsOcIatIon Standards as a
minimum for cuttlng and tapping of pipe materIals.
