ThIS report consists of InformatIon relatIng to the 1985 Annual
'weed Abatement RubbISh and Refuse Removal Program and recommends
settIng a publIC hearIng to hear protests. The program is

carrIed out In accordance WIth the reqUIrements of Chapter 13,
SectIon 39500 to 39588, TItle 4 of the Government Code. As
requIred by the Code, thIS report recommends the adoption of a
ResolutIon declarIng weeds and rubbIsh on vacant lots, Improved
lots, parkways, sIdewalks, and dIrt upon sidewalks to be a publiC
nUIsance. Each parcel upon WhICh work IS to be done must be
Included In the ResolutIon.

The 'rl'eed Abatement Program In Santa MonIca has been In operatIon
for many ye ar s . Sealed bIds are solICIted from private
contractors for the abatement of weeds and rubbIsh and award IS
made to the lowest responSIble bIdder. In 1984, 659 parcels were
posted. Weeds and rubbIsh we~' e abated by the Weed Abatement
Contractor fr-om 208 parcels and 119 par-kways at an actual cost of
$34,952.47. The remaInIng parcels were cleaned by the property
owner s .
ThIS year approxImately 325 parcels have been posted. The
estImated cost for thIS work IS $53,000.00 IncludIng costs of
cleanIng parcels, clerIcal support, Inspect~on and supplles.

When the CIty does the work (by contractor) the costs are
assessed aga1nst the p::"operty owne::"s and collected through the
property tax b1lls by the County on the C1ty'S behalf.
Budget/F1nanc1al Impact
The C1ty 1S reImbursed for all costs lnc urred for thIS progrdm
through property assessments. It 1S estImated that actual
assessments w1ll be app::"ox1mately $40,000 as some property owners
choose to do the abatement work themselves (presumably because
they w1ll save money by dOIng It themselves). Appropr1at1on
authorIty for the issuance of the weed abatement contract to a
maXImum of $40,000 IS In Account No. 01-500-421-000-642. Any
work requ1red beyond the $40,000 contract lImIt w1ll be conducted
by CIty forces w1th actual costs assessed to property owner s .
Recommendatlon
It IS recommended that the CIty CounCIl:
1) Adopt the attached ResolutIon WhICh declares weeds and
rubb1sh to be a publIC nUIsance,
2) Set a publIC hearIng to hear protests for March 12, 1985, and
3 ) AuthorIze the solIc1tIng of bIds to have the work
accomplIshed by prIvate contractor.
