Background On January 28. 1986. the City Counc1l adopted a Resolutlon of Intention declar1ng certa~n weeds grow1ng upon certain lands with1n the City to be a public nuisance. All costs of the work done on private property will be assessed at one hundred percent of the cost with an adml.n1stratlve charge of $25 per lot assessed to the property owners. City Council also set a public hearing WhlCh is now scheduled for March 25, 1986. Budget/Financial Impact There 1S no budget or f1nanclal impact at thlS tl.me. Recommendation It is recommended that the C~ty CounC11: 1. Open the public hearlng and acknowledge any protests; 2. Close the public hearlng, and order the work to be done. I& there any wonder that I have some reservations as to the motIves of our current admlnistratlon in City Hall and some not so friendly neighbors with certa~n speclal lnterests? ~ have been deeply concerned about growth pcllcles and the loss__of pri~~}e proFerty rlghts to the ~maTl home or apa~~ment o~ner_over these last fiftee~ or twenty ~~~rs. ]uring this February and March I had to take a stand for more equity in the street light assessment for our area - at great expense and sacrifice to other personal problems and property maintenance in general. Could this har~h ass:s~m~nt on weed and rubbish abatement be agitaged as a reprisal to my C1V~C act1vltles in general or more recently to my stand on the street lights? True or not - I have good and sufficlent reason to feel that retalliat10n or intlmldat10n may be possible in th1S case. That comes from react10ns in two or three neighborhood contacts as I tried to dlSCUSS the issue of street lIghts in an open and reasonable manner. .Apparently I have oe"m targeted as one of the most offensive property owners in the area. Yet, I have people tell me ~t is such a beaut1ful corner. I wonder what the1r motlve is? They left an equal amou~t of lumber, limbs, and cuttings in boxes - all in 12" and 14" lengths - in each of t~e~s la3t ~ft~ weeks. Too m~ch for ~h~ir ~ru~k I guess. I ca:led ior a second pick up this last time and even offered to deliver to the dump collection point. No service was available until next Tuesday.
