SUBJECT: Resolution ~a~v~ng Bids and Authorizing the City
Manager to Negotiate a Contract for the Abatement of
Weeds
Introduction
This report requests the C~ty Council adopt a resolut1on waiving
formal bid procedures and authorize the City Manager to negot~ate
a contract for the abatement of ~eeds.
Background
On March 11, 1986, a bid open1ng was scheduled amd advertised for
this weed abatement proj ect.
No bids were rece~ved.
Staff 1m-
med~ately re-scheduled and re-advertised a b1d opening for March
28, 1986, but again no b~ds were rece1ved.
Staff bell.eves that 1t would be futile to request bids for the
weed abatement project a third time and that a cost-efficient
contract can be negot1ated on the open market.
Government Code
37904 provides that if no b1ds are received for a weed abatement
proj ect, the legislative body may have the proj ect accomplished
w1thout further requests for b1ds.
Budget/F1nancial Impact
There 18 no budget or financ1al impact at th18 time.
Recommendation
It is recommended that the City Council adopt the attached

A RESOLUTION OF THE CITY
OF SANTA HONICA WAIVING
AND AUTHORIZING DIRECT
ABATEMENT OF WEEDS.
COUNCIL OF THE CITY
FORMAL BID PROCEDURE
NEGOTIATION FOR THE
WHEREAS, the City Councl1 has determlned that weed
abatement serVll~es may be obtained without advertlsing for bids
because to do so would be to no aval1 and would cause unnecessary
expense and delay.
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA
MONICA RESOLVES AS FOLLOWS:
SECTION 1. That the purchase of weed abatement SerVlces
~ay be purchased under more favorable Clrcumstances.
SEcrIO~ 2.
The City Hanager lS hereby authorized to
negotiate 1n the open market for the procurement of weed abate-
ment services for the General Servlce Department for the period
of May through August. 1986.
SECTION 3. The City Clerk shall certlfy to the adoptlon
of thlS resolution and thenceforth and thereafter the same shall
be In full force and effect.
