INTRODUCTION:
Mr. Michael Minufo has requested that he be allowed to address
the Council on April 28, 1987 regarding enforcement of Weed
Abatement and Refuse Container ordinances.
The following
provides you with background information regarding Mr. Minufo's
complaint.
BACKGROUND
According to stan Scholl, Director of General Services, Mr.
Minufofirst discussed the weed abatement problem at 1424 7th
Street with him on April 12, 1987. Mr. Scholl inspected the site
on April 13, and found that approximately 90% of the lawn had
been mowed within the last few days. A one foot strip behind and
along the side of one of the units had not been mowed; green
grass approximately 12 inches in height remained. The situation
was not determined to be of an emergency nature, so regular
enforcement procedures were implemented at that time.

procedures included the issuing of a citation to the new property
owner requiring mowing of the strips in question within ten days.
Should the property owner fail to mow the grass as directed, the
City will schedule the mowing on a priority basis and bill the
owner for the work once it is performed.
On April 14, 1987 the Fire Department inspected the same site.
It was determined that the overgrown grass did not constitute a
fire hazard and did not at that time require that any further
action be undertaken by the city.
