INTRODUCTION
This report recommends City Council adopt a resolution
applying for SCAG Bicycle and Pedestrian Funds authorized under
SB821 and appropriate the balance of the 1981-82 Fiscal Year
funds for the 1982-83 Fiscal Year.
BACKGROUND
The Southern California Association of Governments (SCAG)
annually allocates SB821 funds for the installation of bicycle
and pedestrian facilities to all cities in Southern California.
The funds are distributed according to population. This year the

Monica
has
been
allocated
$18,714
(20-500-416-141-904).
In previous years these funds have been used to install a new
bike path on the beach, install bikelanes on City streets,
improve pedestrian safety and to purchase bicycle facilities
(bikeracks). There is a balance of $23,310 (20-500-416-141-904)
remaining in the FY 1981-82 Bicycle and Pedestrian Improvement
Fund budget which needs to be brought forward and allocated for
use in the 1982-83 FY Budget.

addltional bicycle facillties.
RECOMMENDATION
It is recommended the City Council:
1. Adopt a resolution approving the application for bicycle and
pedestrian funds authorlzed under SB821.
2. Allocate $23,310 (20-500-416-141-904) of SB821 FY 1981-82
Blcycle and Pedestrian Funds for use in the FY 1982-83
budget for Bicycle and Pedestrian improvements.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE APPLICATION FOR
BICYCLE AND PEDESTRIAN FUNDS AUTHORIZED UNDER

WHEREAS~ 58821 provides that 2% of each Countyts total local
Transportation Fund be annually set aside and used to fund the development
of bicycle and pedestrian facilities; and
WHEREAS~ the City of Santa Monica has planned a bikeway system in
conformance with speclfications of Caltrans Planning and Design Criteria

for Bikeways in California and the,Regional Transportation plan; and
WHEREAS~ the City of Santa Monica desires to improve 5icycle and
pedestrian facilities within the Clty utilizing the funds availaBle under
SB821.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONicA DOES
RESOLVE AS FOLLOWS:
SECTION 1. To apply for all funds availanle to the City of Santa
Monica allocated for Bikeways and Pedestrian facilities tSff821J.

SECTION 2. To autHorize the Cfty Manager as tne Cftyts authorized
signature and designated contact person.
SECTION 3. The City Clerk snEll certify to the adoptfon of this
reso]ution, and thenceforth and thereafter the same shall be in full force
and effect.
