SUBJECT: Approval af Resolutian to Apply for Funds for the
Installation of Public Bicycle Starage Racks and Locks
at Variat~s Lacatians in the City
INTRODUCTION
This report recommends that the City Council approve a resolution
applying for $21~898 in Los Angeles County Transportation
Commission (LACTC) pedestrian and bicycle facility funds to
install public b~cycZe storage racks and lacks at various
lacations in the City.
BACKGROUND
Each year, the LACTC makes available to local agencies funds
specifically for pedestrian and bicycle facilities. These moneys
are avaiZable under ArticZe 3 of ~he Transportation Development
Act {TDA or SB821) and are made available to local jurisdictians
based upon each cit~'s population groportionate tfl the total
population of Los Angeles County. The City af Santa Monica is
eligible to receive 0.967~ or $21,898 of tha total moneys
available for FY1991-1992e
On Na~ember 25, 1991, the City of Santa Monica asked the LACTC to
hald the allocated funds for FY1991-1992 on reserve until June
30, 199~, pending identi~ication of a projeot for their use. At

that time (November 1991), it was expected that the Draft Bicycle
Master Plan would be adopted by the end of the fiscal year, and
that the City wo~ld use the plan to identify an apprapriate
project for these funds. However, since the Draft Bicycl~ Mast~r
Plan has not been adapted, imp~ementation of a specific bike
route or other projects cannat be made at this time.
Concurrently, LACTC has notified the City of Santa Monica that
designation of a project for these funds must be made by August
4, 1992, or the City may lose these funds. Therefare, staff
recommends that the funds be designated far the ~nstallation of
bicycle parking and storag~ facilities at various locatians in
the City, including office and commercial areas such as the Third
Street Promenade, Main Street, Montana Avenue, Wilshire
Bou~evard, Santa Monica Boulevard, Ocean Avenue, and Lincoln
Bou].evard, and publzc parks.
BUQGETIFINANCIAL IMPACT
The cost to install public bicycle raeks and locks at various
iocations in the City is estimated to be $21,898. An applica~tion
will be submitted to I,ACTC for the acquisition af these funds.
The FY1992-1993 budget for the City included $21,940 to be
receivea from LACTC for this purpose. Upon notification of the
grant award by LACTC, revenue account number 20-210-415-00000-
0311-10000 shauld be decreased by $2 to decrease the amount o~
the account to the amaunt of the grant, $21~898 and an
appropriation of $21,898 should be made to expenditure account
number ~0-770-416-28993--89Z$-9922~.

RECOMMENDATION
It is recommended that the City Council:
1. Approve the r~salution authorizing the City Manager to
apply for $21,898 of LACTC pedestrian and bicycle
facility funds (TDA Article 3, or SB 821 funds) for the
installation of public bicycle parking facilities at
variaus lacations in the City, including office and
cammercial areas and public parks; and,
2. Upon notificatian of grant approval by LACTC, decrease
revenue accoun~ number 20-210-415-00000-4311-10000 by
$2 ta decrease the accaunt under the currently budgeted
amount of $21,900 to the total amaunt ~f the grant~
$21,898, and appropriate $21,898 to expenditure account
number 20-770-41b-28993-8918-99220.

CITY OF SANTA MONICA APPROVING THE APPLICATION FOR
SICYCLE AND/OR PEDESTRIAN FUNDS UNDER SB$21 AND APPROVING THE
INSTALLATION OF PUBLIC BICYCLE STORAGE RACKS AT VARIOUS L~CAT~ONS
IN THE CITY
:
WHEREAS, SB821 provides that 2$ of each caunty's total
local transporta~ion fund be set aside annually and used ta fund
the deve~opment of bicycle and pedestr~an facilities; and
WHEREAS, the City a€ Santa Monica was eligible to
receiva $2Z,898 of the total moneys available for FY199~-1992;
and
WHEREAS, the City of Santa Monica desires to install
bicycle parking racks and locks at various public locations in
the City, including office and commercial areas and public parks,
using the funds available under SB821,
NOW, THER~FORE, the City Caunci3. of the C~ty of Santa
Monica daes resolve as follows:
SECTION 1. The City of Santa Monica wi~~ install public
bicycle racks and Zocks in various locations within the City,
including office and commercial areas and public parks. These
bicycle facilities will be available and open for use by the
public 24 hours each day.

SECTION 2. The City Manager is authorized ~o act on the
City's behalf and to apply for and r~ceive funds pursuant to
SB82I.
SECTION 3. The City Clerk shall certify the adoptivn af
this Resalution and thenc~forth and thereafter the same shall be
in full force and effect.
