SR-506-003-01-01 (2) .. <. . . ~Ob -003-0/- or Santa Monica, Ca ifornia, November 16, 1977 TO: Mayor and City Council 1/ b FROM: City Staff Nav 2 2 1977 SUBJECT' SCAG Bicycle and Pedestrian Facility Grant I nt roduct ion The Executive Committee of the Southern California Association of Governments (SCAG) approved the City's SB 821 Bicycle and Pedestrian Facility claim for fiscal year 1977-78 in the amount of $19,300. Before SCAG can issue allocation instructions to the Los Angeles County Auditor Controller, it is necessary to meet 58 821 claim filing requirements which include claim filing authorization by the City Council. Background Successful funding of this project will improve the existing bikeway by removing a hazard. The estimated cost is 519,300. The reason that the sewer needs to be relocated is due to the construction of the bicycle path by the County Road Department. The County has requested that we provide a 10' head clearance for their truck and for bicyclists. It is the intention of the City and the County to place the sewer underneath the concrete bicycle path, and from there into the sewer line under the promenade. An additional project for the use of SB 821 funds is the construction of a new bike path to link the proposed access ways within the Ocean Park Redevelopment Project with the bike path along the beach. This is a requirement of the Coastal Commission pursuant to their approval of the Ocean Park Redevelopment Project. It is possible that, with your approval, both projects could be funded from SCAG funds. Those cities who do not file their claim by the December 1 deadline will relinquish funds for their reallocation. Approval now would provide for staff II (j NOV 2 2 1977 . ~ . . If the funds are not available from SCAG, an alternative funding source could be sought for construction of the new bike path. These projects conform to established guidelines set forth by SCAG. With the passage in 1973 of SB 821, the Transportation Development Act (SB 325) was amended by the State Legislature to allow 2% of the SB 325 funds be made available to cities and counties for facilities provided for the exclusive use of bicycles and pedestrians. In addition. the Legislature. during last year, passed into law S8 2205 which directly affects the use of these monies. S8 2205 required that SCAG, beginning in the 1975-76 fiscal year. may not allocate these bicycle and pedestrian funds using exclusively a city's or county's population figures; but rather. these monies shall be allocated within each county pursuant to a project priority 1 isting to be developed by SCAG. Alternatives 1. The City Council may elect not to file the claim for the approved amount of $19,300 with no alternative funds available for the above-mentioned prOJects. 2. The City Council may elect to approve filing a claim for the City's share of $19.300 for the proposed projects including the request for funds that may be reallocated. Recommendation City staff recommends that the City Council adopt Alternative 2, and direct staff to complete the filing requirements for submission to SCAG.
