SubJect: Appropriation of SCAG Funds to Install Bike Lanes on San Vlcente
Boulevard
Introductlon
ThlS report recommends Clty Councll appropriate $5,000 to install blke lanes on
San Vicente Boulevard between Ocean Avenue and 26th Street.
Background
At the October 14, 1980, meeting Clty Councll adopted Resolution No. 6100 approving
the plan and dlrecting blke lanes to be lnstalled on San Vicente Boulevard, Ocean
Avenue, Barnard Way, Ocean Park Boulevard, and Pearl Street. However, the $37,000
of SCAG Blcycle and Pedestrlan Improvement funds were not approprlated due to
disagreement over the lnstallation of blke lanes on San Vlcente Boulevard. At
their November 12, 1980, meeting, Clty Council approprlated the SCAG funds for
all the blke lanes except for San Vlcente Boulevard.
Staff has lnstalled blke lanes on Pearl Street, Broadway 1nd Arlzona between
Llncoln boulevard and Ocean Avenue, and Ocean Avenue between Montana Avenue and
Colorado Avenue. The balance of the blke lanes will be completed in the next
two months.
Recolll1lendation
It is recommended Clty Councll appropriate $5,000 of SCAG Bicycle and Pedestrlan
Improvement Funds to install a blke lane on San Vicente Boulevard between Ocean
Avenue and 26th Street.

Subject: Proposed Reductlon of Street Width of Ocean Avenue between
California Avenue and Montana Avenue
Introduction
This report presents the plans and cost estlmate for reducing the street
width of Ocean Avenue between Callfornia Avenue and Montana Avenue.
Background
On May 14, City Staff prepared an information item on the feasibllity of
reducing the street wldth of Ocean Avenue north of California Avenue. Staff
provided three options to facilitate the street reduction. At the July 22
City Council meeting (Item 13-C), Staff was dlrected to draw plans and obtaln
cost estimates toward implementation of the optlon to provide one vehicle
travel lane. one blcycle lane, dlagonal parking on the west slde of Ocean
Avenue and to increase park space through the use of jutting green areas.
The lntent was to lncrease available on-street parklng, decrease roadway
width to better facilitate pedestrians, provide additional parking spaces for
the physlcally disabled, and provide on-street blcycle lanes.
The proposed plan wl1l increase the available parking spaces on the west side
of Ocean Avenue ln the subject area from 48 spaces to 110 spaces. This In-
cludes 5 parking spaces for the physlcally disabled. The latter spaces wl11
be located adjacent to wheelchair ramps.
The new extended curb llne on Ocean Avenue at the intersectlons of Idaho and
Washington Avenues wll1 decrease the street width from 76 feet to 48 feet

from curb to curb. These areas will also facl1itate bus stops. The cross-
walks at these locations will have wheelehalr ramps. The estlmated costs
for these modifications are as follows:

Striping and Parking Meters)
The General Services Department does not have any funds budgeted for this
project. Funds may be allocated out of the General Fund. The installation
of parklng meters may come from the Parklng Meter Fund.
Recomnendation
It is recommended that the Clty Council allocate $100,500 from the General
Fund Reserve for Capltal Improvements to reduce the street wldth of Ocean Avenue
between Californla Avenue and Montana Avenue.
