IntroductlOn
ThlS report recommends City Counc11 lnstruct Staff to install parking and
b1ke lanes on Montana Avenue between 20th and 26th Streets.
Background
C1ty Council at lts December 9, 1980, meetlng 1nstructed Staff to review the
strip1ng and slgn1ng on Montana Avenue between 20th and 26th Streets. The major
concerns expressed were vehicles travel1ng at exceSSlve speeds, often passing
other vehlcles on the right, and pedestrian safety, especially 1n the area ad-
jacent to Franklin Elementary School.
Montana Avenue 1S 60 feet curb to curb wlth two traffic lanes in each d1rection
west of the south leg of 20th Street. Immediately east of the south leg of 20th
Street, Montana Avenue is 48 feet curb to curb wlth one travel lane in each d1rec-
tlon. There is lnsufflClent roadway wldth to provide for two travel lanes in
each dlrectlon. Therefore, the eXlstlng traffic lane in each dlrect10n is ex-
cesslvely wlde, 24 feet. Wlth parklng the trafflc lane is reduced by 8 feet
to a width of 16 feet. The recommended maXlmum traffic lane width is 14 feet.
Thus, the existlng sltuation makes lt easy for vehicle dr1vers to illegally pass
on the rlght side of another vehlcle.
Staff has reviewed two possible alternatlves to reduce the potentlal of vehlcles
passing on the rlght hand slde and travellng at exceSSlve speeds.

The first alternatlve 1S to provlde left turn lanes and a striped parklng lane
on Montana Avenue at all the intersecting streets between 20th and 26th Streets
(Attachment 1). ThlS would reduce the traffic lane wldth in each directlon and
increase the safety of vehicles turning left off of Montana Avenue. It should
be noted there 1S presently not a high accident frequency of left turn accldents
on Montana Avenue. This wlll reduce the traffic lanes to a more des1rable wldth
of 11 feet.
The second alternat1ve is to 1nstall a bike lane and a str1ped parking lane 1n
each dlrection on Montana Avenue between 20th and 26th Streets (Attachment 2).
The b1ke lanes w1ll reduce the traffic lanes from a width of 16 feet to 11 feet.
In addltion, wlth the b1ke lanes adJacent to the strlped parking lane lt wl11
provide an add1tional 5 feet of protect10n for a pedestrian cross1ng Montana
Avenue. Vehicle delays may occur with veh1cles turn1ng left off of Montana Avenue.
We may experience an increase of rear end type accldents.
Staff proposes to install four new lnternational style crosswalks with raised
reflectorlzed blue pavement markers (slm1lar to crosswalks on Main Street and
Ocean Avenue). The estimated cost for either of the two alternatives 1S $3,500.
Recommendat1on
It 1S recommended C1ty Council instruct Staff to 1nstall b1ke lanes, striped
park1ng lanes and additional crosswalks on Montana Avenue between 20th and 26th
Streets and to approprlate $3,500 from the General Fund Cap1tal Reserves to do
the work.
