SCAG Bicycle and Pedestrlan Improvement Funds
Introductlon
This report recommends City Councll approve the resolution approving the
application for blcycle and/or pedestrian funds authorized under 58 821
and to appropriate the unused 1980-81 Fiscal Year LACTC funds and the
lnterest accrued from the fund for the 1981-82 Fiscal Year.
Background
The Clty is annually apportioned funds from Article 3 of the Transportation
Development Act (TDA). All fundlng must De approved by the Los Angeles
County Transportation Commiss1on (LACTC). The deadline for suomisslon of
these funds is September 23, 1981.
TDA Artlcle 3 funds may be used for preliminary engineering, right of way
acquisition and construction of facilitles exclusively for the use of pedes-
trlans and bicyclists. Eligible.facillty t}~es 1nclude sidewalRs, handlcap
curb ramp1ngs, bikeways. and amenities for the users of pedestrian and
blcycle \'Jays.
$18,103 has been appropr1ated to the Clty for the 1981-82 Flscal Year. Since
1974, the City has received $121,388 and spent $62,556.95. An addition,
$30.458.13 has been accumu1ated ln 1nterest. The unspent balance through
the 1980-81 F1scal Year 1S $89,289.18.
Staff has speclfic goals related to the improving and implementing of pro~
grams to better facilltate pedestrians and blcyclists. Before Staff can

Recommendatlon
It is recommended City Council adopt the attached resolution requestlng
LATC blcycle and pedestrlan funds and approprlate ~89,289.l3 of 1980-81
Flsca1 Year LACTC funds for the 1981-82 Flsca1 Year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING THE APPLICATION FOR BICYCLE
AND/OR PEDESTRIAN FUNDS AUTHORIZED UNDER S8 821
AND APPROVING THE ADOPTION OF ITS BICYCLE AND/OR
PEDESTRIAN PLAN
WHEREAS~ S6 821 prov1des that 2% of each County's total local
Transportation fund be annually set aside and used to fund the development
of bicycle and pedestrian facilities; and
WHEREAS~ the City of Santa Monica has planned a bikeway system 1n
conformance with specifications of the Cal1fornia Highway Design Manual
and the Regional Transportat1on Plan; and
WHEREAS, the City of Santa Monica desires to construct the master
b1keway system w1thln their City utilizing the funds ava11able under SB 821.
NOW~ THEREFORE~ THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. To adopt the Bikeway System in conformance wito the speci-
ficat10ns of the California Highway Design Manual and the Regional Transpor-
tation Plan.
SECTION 2. To authorize the City Manager as the Ci tyts autnorlzed signa-
ture and designated contact person;
SECTION 3. To apply for all funds available to the City of Santa Monica
allocated for &ikaways and Pedestrian facflitles (sa 821).
SECTION 4, The City C1erk sha11 certify to the adoption of th,S resolut1on
and thenceforth and thereafter the same shall be in full force and effect.
