Boulevard
and
Landscaping
on Wilshire
Introduction
This report provides City Council with information on feasibility
of constructing bikelanes on Wilshire Boulevard and provides a
recommended alternative.
This report also discusses proposed
landscaping on Wilshire Boulevard.
Background---Bikelanes
On
June
29,
1982, the City Council approved plans for
reconstruction of Wilshire Boulevard from Ocean Avenue to 21st
Street, but requested staff to return wfth a report regarding
feasibility of bikelanes and landscaping on this street.
Wilshire Boulevard is 75 feet from curb to curb. According to
State Standards, 80 feet of roadway width is required to install
bikelanes, parking lanes, four traffic lanes, and a left turn
lane.
ThlS would require Wilshire Boulevard to be widened 2.5
feet on each side and narrowing of existing sidewalks.
Bikelanes may be installed within the existing street width, but
the installation will result in slightly narrower traffic lanes
(9 and 11 foot lanes V5. standard 10 and 12 foot lanes) and will
reduce the parking space width from 8 to 7 feet. While the

reduction of the parking space width has been successful in other
cities, staff has concerns about those with limited driving
skills being able to easlly maneuver into a tighter space. The
widening of Wilshire Boulevard to facilitate a bikelane has been
seriously considered.
The net sidewalk width available for
pedestrians is approximately 8 feet at present. To narrow the
sidewalks may be undesirable. In addition, City policy has not
been favorable regarding street widening for several years.
Wilshire Boulevard has the highest average daily traffic volumes
and transit use in the City.
In addition, there is a high
turnover
of parking.
These characteristics create a high
potential for vehicular and bicycle conflicts. In addition, the
pollutant levels are much higher on Wilshire Boulevard. This
creates an undesirable environment for bicycle riders. The
Transportation and Police Departments oppose the placement of
bikelanes on Wilshire Boulevard.
The question of establishing bikelanes on Wilshire Boulevard vs.
parallel adjacent streets has been studied by the staff. Among
reasons for establishing the bikelanes on the adjacent street
are:
1) Less conflict with traffic,
2) Less conflict with parkers (there is a high turnover of
parkers on Wilshire Boulevard),
3) Less air pollutlon for bicyclists,
4) Less turning movements.

Staff has determined bikelanes may be installed on Arizona Avenue
between 26th Street and Lincoln Boulevard and on California
Avenue between Ocean Avenue and 17th Street. If these bikelanes
are adopted bicyclists may travel on signed bike routes beyond
17th Street and 26th Street by using the streets shown on the
attached map. The map also indicates the existing, proposed, and
future bikelanes and bikeroutes in the City. The overall blcycle
system was developed to provide access to public facilities such
as schools, parks, recreational facilities, and nearby commercial
corridors.
Background---Landscaping
The staff engaged the firm of Lang & Wood, Landscape Architects,
of South Laguna, California, to prepare a landscaping plan. Lang
& Wood has prepared a plan, a portion of which is attached, which
shows Cupania trees (common name is Carrotwood).
There are
presently Cupania on Wilshire near 15th and 19th Streets. These
trees will be 36" box size and will be 151 in height initially
and will become approximately 251 in height after five years.
These trees are a broad leaf, evergreen type WhlCh do not cause
root/sidewalk raising problems. The tree wells will consist of a
three-foot square pre-cast section with a 12~ wide base of
pre-cast concrete. Other trees will remain on Wilshire Boulevard
as a part of the landscaping.
A colored drawing of the proposed landscaping, tree wells and bus
benches will be available in the City Council office. The plan
will be considered by the ARB within the next three weeks.

The staff and the landscape architect also recommend pre-cast
concrete bus benches at each bus stop. The bus benches will be
coordinated with the landscaping and will be 181 high by 301 wide
with a sandblasted finish.
Recommendation---Bikelanes
Staff
recommends against the installation of bikelanes on
Wilshire
Boulevard.
Staff further recommends bikelanes be
installed on Arizona Avenue between Lincoln Boulevard and 26th
Street and on California Avenue between Ocean Avenue and 17th
Street.
Recommendation--Landscaping
Staff recommends that City Council approve the landscaping plan.
