Under SB821
Introductlon
ThlS report recommends Clty Council adopt a Resolutlon approv1ng
the appllcation for $23,558 of b1cycle and pedestrlan funds
author1zed under SB821, and increase revenues in account number
20-932-311-000-000 by $2,058.
Background
Senate Blll 821 provides that two percent of each County's total
Transportatlon Development Act Funds be annually set aside and
used
to
fund
the
development
of
blcycle
and
pedestr1an
faci11ties.
These funds are made ava1lable to all cit1es and
upon the approval of app11cation may be used at the Clty'S
d1scret10n.
The C1ty has used 1ts share of these funds in the
past to install b1kelanes on Ocean Avenue, San V1cente Boulevard,
Barnard Way and segments of Montana Avenue, Pearl Street, Ocean
Park Boulevard. Call forn1a and Ar1 zona Avenues.
Additlonally,
these
funds
have
been
used
to
improve
the
visibil1ty of
c r 0 ssw a I k s by res t r 1 p 1 n gat va r 10 us 1 0 cat ion s C 1 t Y -w ide . The
Clty also has used these funds for maintenance and upgrading of
pedestrian signals throughout the Clty.
Over the last three years, these improvements have asslsted 1n
reduclng pedestr1an and bicycle related accidents by 35 percent
accordlng to records of the Clty's Parklog and Traffic

The 1985/86 adopted budget lncludes a revenue estlmate of $21.500
for SB821 funds and an approprlatlon of $20.000 of SH821 funds to
construct

Euclid
and
Pica.
However. at the budget hearlngs, Councll requested that th18
project be delayed untll an evaluatlon of hlgher level Police
enforcement 1.8 made.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING THE APPLICATION FOR
BICYCLE AND PEDESTRIAN FUNDS AUTHORIZED UNDER
SB 821
WHEREAS, SB 821 provIde s that 2% of each County's total
Local TransportatIon Fund be annually set aSIde and used to fund
the development of bloycle and pedestrIan faCIlItIes; and
WHEREAS, the CI ty of Santa BonIca has planned a bikeway
system In conformance wIth spe0IfIcations of CaItrans Planning
and DesIgn CrIteria for BI~eways in California and the Regional
TransportatIon plan; and
WHEREAS, the CIty qf Santa MonIca desI~es to improve
bicycle and pedestrian faCilitIes withIn the City utilizIng the
funds available UDder SB 821.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. To apply for all funds avaIlable to the CIty of
Santa MonIca allocated for Bikeways and Pedestrian faclli tIes
(S8 821).
SECTION 2. To author 1 ze the CIty Hanager as the City's
authorIzed SIgnature and deslgDated contact person.
