Background The 1985-86 f1scal year Cap1tal Improvement Budget included a project for the installation of the pedestrian signal at the intersection of P1CO Boulevard and Euclid Street. City staff recommended the installation of a pedestrian s1gnal on the bas1s that pedestr1an aCCldents occurr1ng at that intersection had increased from 1 pedestrian accident a year in 1980, 1981, 1982 and 1983 to 3 pedestr1an acc1dents in 1984 (traffic acc1dent records only go back to 1980). In recent years there have been more than 100 pedestrian acc1dents each year Citywide. Three pedestrian acc1dents at Pico Boulevard and Eucl1d Street was unusually h1gh compared to sim1lar 1ntersections citywide. In add1tion the number of complaints from area res1dents about the difficulty in crossing the 1ntersection and of the near miss accldents had been increaslng. In July, 1985, Clty CounC1l requested that C1ty staff re-evaluate the need for a pedestrian s1gnal at Pico Boulevard and Eucl1d Street. It was suggested that a concentrated effort by Pol1ce Department traffic enforcement personnel be implemented to - 1 - "-I( APR-sIAI ...-" . . -' m~t~gate the pedestr~an concerns and to see if acc~dents related to crossing Pico Boulevard could be reduced. A six month trial per~od for ~ncreased traffic enforcement on Pico Boulevard ~n the area of Eucl~d was conducted from July through December~ 1985 to determine the affect of enforcement on pedestrian related accidents. The traffic enforcement personnel continue to do spot enforcement of the area as they do with other problem areas in the City. City staff recently analyzed the traffic acc~dents at Pica Boulevard and Eucl~d Street and found that there have been no pedestr~an accidents ~n 1985 and none to date in 1986. Th~s reduct~on may be attributed to two factors. The f1rst factor may be the increased level of traffic enforcement in the area. The second factor may have been that 1984 was not a typ~cal year and had an unusually high number of pedestrian accidents. In add1tion, decreased. the number of complaints from area residents has In d~scuss~ons with Po11ce traffic enforcement personnel it has been concluded that the problem is no longer present. Staff believes that there are sufficient gaps in vehicle traffic on Pica Boulevard for pedestrians to safely cross Pico Boulevard, Therefore~ staff proposes that a pedestrian signal not be installed at the intersect10n of Pico Boulevard and Euc11d Street. Staff will continue to monitor acc1dent data at th1s intersect10n and will take appropriate act10n if the acc1dent rate rises aga1n. Comments were also made by the C:Lty Council when discussing t he need for a pede st rian signal at Pi co and Eucl ~ d a bout the - 2 -" . . need for the pedestrian signal on P~co and 18th Court adjacent to Santa Monica College. The 1ntersection of Pico Boulevard/18th Court/College Way has been fully signalized for both vehicles and pedestr1ans as part of the redesign of Santa Monica College's new main entrance and new parking lot. No addit10nal changes are recommended at th1s t1me. Financial/Fiscal Impact The FY 1985-86 Cap1tal Improvement Budget included $20,000 of SCAG Bicycle and Pedestrian Facilit1es Funds (20-770-416-000-920) for th~s project. Deletion of the Capital project will 1ncrease the SCAG B1cycle and pedestrian FaC1lities Funds available for future appropriation 1n the C1ty'S Miscellaneous Grants Fund by $20,000. Recommendation It is recommended that City Council delete the Capital project for a pedestrian traffic signal on Pico Boulevard at Euclid at account number 20-770-416-000-920.
