Introduction This report recommends that the city Council apply for $24,133 of Southern California Association of Governments (SCAG) Pedestrian and Bicycle Facility Funds to install pedestrian signals at various signalized intersections citywide, and that various appropriations be approved in order to spend previously received funds. Background Five signalized intersections within the city of Santa Monica currently do not have pedestrian signals. These intersections are Montana Avenue and 14th street, Montana Avenue and 11th Street, Broadway and 14th Street, Broadway and 17th Street, and Ocean Park Boulevard and 11th street. (See attached map) Montana Avenue is a busy neighborhood shopping area. Pedestrian traffic is heavy due to retail shops, restaurants and a school. The intersection of Broadway and 14th Street has heavy pedestrian traffic because of the proximity to a medical center and Memorial Park. The Broadway and 17th street intersection has high density residential units nearby which include senior citizen housing. The intersection of Ocean Park Boulevard and 11th street also has high density housing and a nearby shopping center. All of these streets are served by bus routes. Financial/Budget Impact The cost of the proposed pedestrian signal installations is estimated at $76,093. Unexpended grant funds in the amount of $51,960 are available for the project. An application will be submitted to SCAG for unallocated funds in the amount of $24,133 to cover the remaining project funds. Additional carryover grant funds of $24,329 which the City received and which were previously allocated for pedestrian and bicycle facilities were not used because of the re-evaluation of immediate Pedestrian and Bicycle Facility circulation requirements. These funds will be used this Fiscal year for the maintenance of thermoplastic pavement marks on vaious Class III Bicycle facilities citywide. In order to expend the $76,289, in unexpended grant funds the following appropriations need to be established: a) Account #20-770-416-000-926 in the amount of $24,329. b) Account #20-770-416-000-946 in the amount of $51,960. Upon approval of the new Grant Funds, the City's revenue budget should be revised to reflect $24,133 at account #20-932-311-000-000 and an appropriation of $24,133 should be established at account #20-770-416-000-947. Reconunendation It is recommended that the city Council: 1. TOTAL COPIES :s -",.-... -- " - / RESOLUTION NO. 7492 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY OF SANTA MONICA APPROVING THE APPLICATION FOR BICYCLE AND/OR PEDESTRIAN FUNDS UNDER SB 821 AND APPROVING THE ADOPTION OF ITS BICYCLE ANDIOR PEDESTRIAN PLAN WHEREAS, SB 821 provides that 2% of each county t s total local Transportation Fund be annually set aside and used to fund the development of bicycle and pedestrian facilities: and WHEREAS, the City of Santa Monica has planned to upgrade existing signalized intersections at critical locations with pedestrian signals, in conformance wi th the specifications of Caltran's Flanning and Design Criteria for Pedestrian Facilities in California and the Regional Transportation plan: and WHEREAS, the City of Santa Monica desires to construct pedestrian signals within their city utilizing the funds available under SB 821. NOW, THEREFORE, the City Council of the city of Santa Monica does resolve as follows: SECTION 1.. To adopt the pedestrian Signals in conformance with the specifications of Caltrans' Planning and Design criteria for Pedestrian Facilities in California and the Regional Transportation Flan.
