(Q-E SEP 1 3 lQR~ S-t/~..-- ()~3- 0/0 GS:SS:RF:db Council Meeting, September 13, 1988 Santa Monica, California To: Mayor and city Council From: city staff Subject: Recommendation to Adopt a Resolution to Authorize the city Manager to Apply for Pedestrian and Bicycle Facility Funds Introduction This report requests the city council to adopt the attached resolution which authorizes the City Manager to apply to the Southern California Association of Governments (SCAG) for $25,568 in Pedestrian and Bicycle Facility Funds which will be used to install bicycle parking lockers and racks at various locations in the city. Background California Senate Bill 821 provides that 2% of each County's total annual transportation funds be set aside for the development of bicycle and pedestrian facilities. Each year a proportionate amount of funds is allocated to local agencies by the Southern California Association of Governments (SCAG) for the purpose of pedestrian and bicycle facilities. One use of the funds is to encourage the use of bicycling for recreation and commuting. Staff proposes to use these funds for installation of bicycle storage lockers and bicycle racks at various locations throughout the city. The lockers will be installed where maximum protection ~ SEP 1 3 1~8~ . . against theft and the elements is required. Attached is a photograph of a bicycle storage locker. Financial/Budqet Impact The City's proportionate share of Pedestrian and Bicycle Facility funds for FY 1988-89 is $25,568. An application will be submitted to SCAG for funds in this amount. Upon approval of the grant funds, budget revenue account 20-932-311-000-000 should be revised to reflect $25,568 and funds in the amount of $25,568 should be appropriated in account #20-770-416-000-954. Recommendation It is recommended that the city council approve the attached resolution which authorizes the City Manager to apply for $25,568 of SCAG Pedestrian and Bicycle Facility Funds for the installation of bicycle racks and parking lockers at various locations, and upon grant approval, appropriate $25,568 to #20-770-416-000-954 and revise the budget revenue account #20-932-311-000-000 to reflect $25,568. RESOLUTION NUMBER 7680 leeS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING THE APPLICATION FOR BICYCLE OR PEDESTRIAN FUNDS UNDER SB 821 AND APPROVING THE ADOPTION OF ITS BICYCLE OR PEDESTRIAN PIAN WHEREAS, S8 821 provides that 2% of each county's total local Transportation Fund be annually set aside and used to fund the development of bicycle and pedestrian facilities: and WHEREAS, the City of Santa Monica plans to construct bicycle racks and bicycle parking locker type facilities at several high bicycle user locations throughout the City in conformance with Caltran's and the Regional Transportation plans: and WHEREAS, the City of Santa Monica desires to construct bicycle parking facilities within the city utilizing the funds available under SB 821, NOW, THEREFORE, the City council of the City of Santa Monica does resolve as follows: SECTION 1 . Bicycle Parking Facilities will conform with the specifications of Caltran's Planning and Design Criteria for Bikeway Facilities in California and the Regional Transportation Plan. SECTION 2. The City Manager shall be authorized to sign all necessary documents, to negotiate any agreements for the use of funds under S8 821 and to apply for all funds available to the city of Santa Monica under SB 821 allocated for Bikeways and . . Pedestrian facilities. SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
