Introduction This report recommends that the City council approve a resolution applying for $27,175 in Southern California Association of Governments (SeAG) pedestrian and bicycle facility funds to install bike route signage on 14th Street between pico Boulevard and California Avenue, and additional signage along other routes throughout the city. Backqround Each year the Southern California Association of Governments (SCAG) makes available to local agencies monies specifically for pedestrian and bicycle facilities. SCAG pedestrian and bicycle funds are an entitlement grant which is distributed to local jurisdictions based upon population. Santa Monica is allocated to receive 1.12% or $27,175 of the total monies available. This year we recommend the designation of a new bike route on 14th Street between Fico Boulevard and California Avenue. This north/south section will create a connector between existing bike routes in the City, adding an additional 1.3 miles to the City's current bike routes. Financial/Budqet Impact The cost to install the proposed bicycle signage lanes is estimated at $27,175. An application will be submitted to SCAG for the acquisition of these funds. Upon notification of grant by SCAG, revenue account #20-932-311-000-000 should be increased by $2,175 and an appropriation of $27,175 should be established at Account #20-770-416-000-947. Recommendation It is recommended that the City Council: 1) Approve the attached resolution authorizing the City Manager to apply for $27,175 of SCAG pedestrian and bicycle facility funds for the installation of bike route on 14th street between Pico Boulevard and California Avenue and other routes throughout the city; and 2) Upon notification of grant approval by SCAG appropriate $27,175 to Account #20-770-416-000-960 and increase revenue account #20-932-311-000-000 by $2,175. RESOLUTION NO. 7894(CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY OF SANTA MONICA APPROVING THE APPLICATION FOR BICYCLE AND/OR PEDESTRIAN FUNDS UNDER SB 821 AND APPROVING THE ADOPTION OF ITS BICYCLE AND/OR PEDESTRIAN PLAN WHEREAS, SB 821 provides that 2% of each county's total local Transportation Fund be annually set aside and used to fund the development of bicycle and pedestrian facilities; and WHEREAS, the City of Santa Monica has planned to install bike route signage on 14th Street between Pico Boulevard and California Avenue, and other routes throughout the city, in conformance with the specifications of Caltran's Planning and Design criteria for Bicycle Facilities in California and the Regional Transportation plan; and WHEREAS, the City of Santa Monica desires to designate bicycle routes within the city utilizing the funds available under SB 821, NOW, THEREFORE, the City council of the Ci ty of Santa Monica does resolve as follows: SECTION 1. The City of santa Monica agrees to designate bicycle routes within the City in conformance with sa 821 and shall comply with the specifications of Caltran's planning and Design Criteria for Bicycle Facilities in California and the Regional Transportation Plan in the construction of these bicycle lanes. SECTION 2. The City Manager is authorized to act on the city's behalf and to apply for and receive funds pursuant to S8 821. - 3 - , . . SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and affect.
