Backqround Each year the Southern California Association of Governments (SCAG) makes available to local agencies monies specifically for pedestrian and bicycle facilities. These monies are available under Artlcle 3 of the Transportatlon Development Act (TDA or SE 821) and are made available to local jurisdlctions based upon each ci ty' s population proportionate to the total population of Los Angeles County. Santa Monica is eligible to receive 1.10% or $27,890 of the total monies available. 1 6-0 ~ .. J...~ This year we recommend that the monies be used for two purposes. The first is to install a Class II bike lane on 4th street between Wilshire Boulevard and San vicente Boulevard (see Exhibit A). This bike lane is included in the city's Bicycle Plan and will provlde a needed additional north-south bike route in the Clty. The 4th street bike lane will also connect existing east-west Class II bike lanes on California Avenue, Georgina Avenue and San vicente Boulevard. The bike lane will not reduce vehicular capacity because 4th street is wide enough in the project area to continue to provide a northbound travel lane, a southbound travel lane, on- street parking on both sides of the street and the proposed bike lane. The cost of installing this bike lane is estimated to be $20,890. The second expenditure of the SCAG pedestrian and bicycle monies would be used to provide public bicycle storage racks at various locations in the City, including the civic Center, the Third street Promenade, and Main street. The bicycle racks to be installed are the popular and functional "Wave-Lok" racks which can be mounted in various quantities at any individual site depending on the need. Each "wave" can accommodate two to three bicycles. The cost of these bicycle rack installations is estimated to be $7,000. 2 , . Financial/Budget Impact The cost to install the proposed bike lane on 4th Street between Wilshire Boulevard and San vicente Boulevard, and to install public bicycle racks at various locations in the city is estimated to be $27,890. An applicatlon will be submitted to SCAG for the acquisition of these funds. The current budget for the City includes $25,000 to be received from SCAG for this purpose. Upon notification of the grant awarded by SCAG, revenue account #20-500-401-00000-0311-10000 should be increased by $2,890 to increase the amount of this account to the amount of the grant, $27,890. An appropriation of $27,890 should be made to expenditure account #20-770-416-28991-8918-99801. Recommendation It is recommended that the city Council: 1) Approve the resolution (see Exhibit B) authorizing the City Manager to apply for $27,890 of SCAG pedestrian and bicycle facility funds (SB 821 or Article 3 funds) for the installation of a elass II bike lane on 4th Street between Wilshire Boulevard and San Vicente Boulevard, and installation of publlC bicycle racks at various locations in the City, including the civic Center, the Third street Promenade, and Main Street; and, 3 2) Upon notification of grant approval by SCAG, increase revenue account #20-500-401-00000-0311-10000 by $2,890 to increase the account over the currently budgeted amount of $25,000 to the total amount of the grant, $27,890, and appropriate $27,890 to expenditure account #20-770-416-28991-8918-99801. RESOLUTION NO. 8130(CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY OF SANTA MONICA APPROVING THE APPLICATION FOR BICYCLE AND/OR PEDESTRIAN FUNDS UNDER SB 821 AND APPROVING THE INSTALLATION OF A BIKE LANE ON 4TH STREET BETWEEN WILSHIRE BOULEVARD AND SAN VICENTE BOULEVARD AND THE INSTALLATION OF PUBLIC BICYCLE STORAGE RACKS AT VARIOUS LOCATIONS IN THE CITY WHEREAS, SB 821 provides that 2% of each county's total local Transportation Fund be set aSlde annually and used to fund the development of bicycle and pedestrian facilities; and, WHEREAS, the city of Santa Monica has planned to install a Class II bike lane on 4th street between wilshlre Boulevard and San vicente Boulevard, ln conformance with the speclfications of Caltrans' Planning and Design Crlteria for Bicycle Facilities in California and the Regional Transportation Plan; and, WHEREAS, the City of Santa Monica has also planned to install bicycle storage racks at varlOUS public lccations in the city, including the Civic Center, the Thlrd Street Promenade, and Main street; and, WHEREAS, the C1ty of Santa Monlca deSlres to install a Class II bike lane on its designated bicycle route plan and to install public bicycle lockers and racks uSlng the funds available under SB 821, NOW, THEREFORE, the Clty Councll of the Clty of Santa Monica does resolve as follows: SECTION 1. The C1ty of Santa Monica agrees to install a Class II bicycle lane between Wllshire Boulevard and San vicente Boulevard in the city i, conformance with SB 821 and shall comply . . with the specifications of Caltrans' Planning and Design Criteria for Bicycle Facilities in California and the Regional Transportation Plan in the construction of this bicycle lane. SECTION 2. The city of Santa Monica will install public bicycle racks in various locat1ons within the City, including the Civic eenter, the Third street Promenade, and Main Street. These bicycle racks will be available and open for use by the public 24 hours each day. SECTION 3. The city Manager is authorized to act on the City's behalf and to apply for and receive funds pursuant to SB 821. SECTION 4. The City Clerk shall certify to the adoption of this Resolut1on, and thenceforth and thereafter the same shall be in full force and effect.
