The original application committed these funds for bike lane signage on 14th Straet between Pico Boulevard and California Avenue. At this time, staff recommends that this project be delayed pending approval of the City's Draft Bicycle Master Plan, and that the $27,175 in Los Angeles County Transportation Commissian (LACTC~ funds be used to provide bicycle storage racks and parking m~ter-m~unted locks at various lo~atians throvghout the City. BACKGROUND Each year, the LACTC makes available to local agencies moneys specifically for pedestrian and bicycle facilities. (NOTE: These funds were farmerly distributed by the Southern California Association of Governments.) These maneys, available und~r Article 3 of the Transportation Development Act (TDA, Article ~ ~ - 1 - , rfU~ 4 ~~yL SB821), are available to local jurisdictions bassd upon each City's population proportionate to the total popuZation of Los Anqeles County. In FY1989-1990, the City of Santa Monica received 1.12$ ar $27,175, of the tatal moneys available. on September 12, 1989, the Council adopted a resolutian to apply for $27,175 in TDA funds to create a bike routa on 14th Straet between Pico Boulevard and California Avenue. Expenditure of these ~unds was delayed pending the City~aide bicycle n~eds study that was conducted as part of the Draft Bicycl~ Master Plan. The plan is currently under review by the Council, and establishment of new bzcycle routes is pending adoptian of the plan. The City will lase these TDA funds unless another designation for their use is made by August 4, 1992, since LACTC regulations require the funds to be deszgnated by this date. ThErefore, staff recommends that the TDA fund application be amended to allow the funds to be spent on bicycle parking storage racks and parking meter-mounted locks in various areas throughout the City. This praject is similar to another on the Council agenda, however, this project will provide bicycle parking facilities ih additianal areas. BUDGETIFINANCIAL IMFACT There is no financial impact assaciated with this resolution. The resolution will al~ow staff to amend its FY1989-1990 applicatinn for LACTC TDA €unds to designate their use for bicycle parking facilities instead of establishment af a bike lane on 14th S~reet between Pico Boulevard and California Avenue. - 2 - The funds are current~y apprapriated in account n~mber 20-770- 416-28990-8918-99220. RECOMMENDATION It is recommended that the City Council approve the attached resalution authorizing the City Manager to amend its previaus application ta LACTC for FY~989-1990 TDA funds to use the funds far bicycle parking and storage facilities. The City of Santa Monica will not implement a bike route an 14th Street between Pico Boulevard and Galifornia Avenue pending study of the existing bicycle netwark and analysis - 1 - af bicyc~e network needs as determined by the Draft Bicycle Master Plan. SECTION 2. The City of Santa Monica will install public bicycle storage racks and lacks in various locati~ns within the City, including office and commercial districts and public parks. These bicycle parking facilities wi1~ be available and open for public use 24 hours each day. SECTION 3. The City Manager is authorized ta fi3e an amendment ta the FY1989-1990 application to LACTC for TDA Articie 3-58 821 bicycle and pedestrian faciZities funds to remove the 14th S~reet bike route designation for these funds and substitute the designation that these funds be used for bicycle parking racks and locks.
