MAY 21;~o Santa Monica, California, May 1 , 1980 :;-O~-OO 3-0;-01 TO: Mayor and City Counci 1 FROM General Services Staff SUBJECT: BICYCLE FACILITIES Introduction This report updates Clty Councll on current bicycle projects, introduces the results of Staff1s Bicycle Study and proposes possible projects that may be lmplemented in a short time perlod. Background There are three types of bicycle facilltles for bicycle travel. A Class I bike oath provides a completely separated right-of-way designated for the exclusive use of bicycles and pedestrians with crossflows by motorists mini- mized (Beach bike path). Mopeds are prohlbited from blke paths unless spe- cifically authorized by the agency having jurisdiction over the facility. A Class II bike lane provides a restrlcted right-of-way designated for the ex- clusive or seml-exclusive use of blcycles with through travel by motor vehic- les or pedestrians prohibited, but with vehicle parking and crossflows by pedestrians and motorists permitted. Mopeds are permltted to operate 1n bike lanes. An example of a Class II b1ke lane fac1lity would be the San Vicente bike lane in the Clty of Los Angeles. A Class III blke route provldes a right- Of-way designated by signs or permanent markings and shared with pedestrlans or motorists. An example of a Class III facility is the scenic bike route wlthin the City. EXISTING AREA BICYCLE FACILITIES The existing facilltles within the C1ty of Santa Monica are three m1les of CJas~ 1 bike path on the beach and approximately ten miles of Class III bike routes (Attachment 1). The City recently went to bid to mod1fy the eX1sting J I ('.~ ..~.., ~ 1 ~. The traffic gate on the Pler has been completed and the Ashland llnk between Nellson Way and Barnard Way is near completion. In addi- tlon, )taff has purchased some bicycle lockers as an experiment for a bicycle and ride the bus program. The lockers will be rented to people and will be located lnltially ln the Parking Structures. The County of Los Angeles has advised Staff the beach b1ke path wl1l not be extended north untl1 there 1S a settle~ent over the mean high t1de property line wlth beach front property owners. The City of Los Angeles has one Class II bike lane that is adjacent to Santa Monlca (San V~cente Boulevard). They have no further plans at thlS tlme. The L.A. offlc1als indlcated they would conslder additlonal routes once we install a facl1ity in Santa Monica. SURVEY OF POSSIBLE BICYCLE FACILITIES Staff has conducted bicycle counts at approxlmately 30 intersections during the trafflc volume peak hours to determine bicycle commuter characteristlCs (Attachment 2). The most heavily used street was Pico Boulevard between Lin- coln Boulevard and 20th Street. This may be attributed to Santa Monica City College and Santa Monica High School being at opposite ends of this section of street. Wllshlre Boulevard was the least traveled street surveyed. This may be attributed to the high usage by vehicles and public translt. Staff surveyed locations with a high blcycle traffic generation. Some of the locations surveyed were the Junior and Senior High Schools and Santa Monlca City College. Elementary schools were not surveyed because they are generally neighborhood schools and do not require children to travel long distances. The Ocean Park Community Organization (OPCO) surveyed residents ln their nelghborhood. The results are as follows: US AGE RESPONSE TO BIKE LANES % yes " '% no SCHOOL 70~s 30% HORK 52% 48% SHOPPING 71% 29% RECREATION 92% 8% Analysis of the data collected indicates the major concerns of bl cycl ists are the lack of bikeways, the congestion of motor vehicles, the lack of adequate and secure bicycle parking facilltles (stands, racks and lockers), and inade- quate maintenance of existing streets which blCyclists use (glass and debris on the streets). In addltlon, people requested bicycle safety programs, bi- cycle repalr classes and special blcycle events for non-professional blkers and bicycle racks on public transportation. rhc major recreation attractions for bicycllsts are the City Park~, the Pler, Ocean Avenue/Barnard Way, the beach bicycle path and the libraries. e . TO: Mayor and City Council -4- r~ay 19, 1980 Staff has surveyed the streets in Santa Monica to determine the posslble loca- tions where Class II bike lanes may be i~plemented without renov1ng any park1ng (Attachment 3). Staff is proposing that the initial Class II bike lanes be lnstalled on the following streets: San Vicente Boulevard between 26th Street and Ocean Avenue, Ocean Avenue between the north Clty limits and Bicknell Avenue, Barnard Way between Bicknell Avenu~ and Neilson Way and Ocear. Park Boulevard between Bar- nard Way and Lincoln Boulev~rd (Attachment 4). The total cost of this project 15 estlmated to be $37,000. The funds may come from SCAG blcycle and pedestrlan facilltles grants. The balance of Class II bike lanes that Staff proposes are on the following streets: 17th Street between Montana Avenue and P1CO Boulevard, California Avenue between Ocean Avenue and 17th Street, Arlzona ~venue between Ocean Ave- nue and 26th Street, Pearl Avenue between Lincoln Boulevard and Santa Monica City College, and 16th Street between Montana Avenue and Olympic Boulevard (Attachment 4). The cost for these facll1tles is estimated to be S15,300. The funds may come froM future SCAG grants. Recomnendation It lS recommended t:--e C1ty Councll direct Staff to subm1t an amended b1cycle and pedestrlan facilities grant to SCAG for $37,000 and to prepare plans to im- plement bike lanes on San Vicente Boulevard between 26th Street and Ocean Ave- nue, Ocean Avenue between the north clty limits and Bicknell Avenue, Barnard Way between Bicknell Avenue and Nellson Way! and Ocean Park Boulevard between Barnard Way and Lincoln Boulevard.
