SUBJECT: Award Purchase Order for Parking and Traffic Control Signs
Introduction
This report recommends award of purchase order to Zumar Industries, Inc. for parking and
traffic control signs for the Traffic Operations Division, Planning & Community
Development Department, at specified unit prices plus applicable sales tax. The estimated
annual expenditure is $150,000.
Background
The City systematically replaces parking and traffic control signs on a regular schedule to
preserve safety and enhance appearance. Staff will continue the sign recycling program
by refacing reuseable, straight aluminum signs as required and replacing with new when
necessary.
The City Council recently directed staff to redesign the signage for preferential parking
zones. A portion of the current fiscal year budget for parking and traffic control signs is
being allocated to this effort. No additional preferential parking signs will be replaced
until the redesign is complete and new signs are fabricated.

Discussion
Staff recommends the parking and traffic control signs be purchased from Zumar
Industries, Inc. under the cooperative purchasing provisions of Los Angeles County
purchase order number PQ24013 (Bid #T392). The Countys procurement process meets

the Citys criteria for joint purchasing under the provisions of Section 2.24.080 of the City
=
Municipal Code and generally provides the lowest prices due to the County?s ability to
purchase in large volume. Zumar Industries, Inc. is a manufacturer of high grade parking
and traffic control signs and has provided products to the City over a number of years.
They provide quality products and delivery has been satisfactory.

Budget authority for this purchase is in Capital Improvement Budget account number
C01058001.589000, Sign Replacement Program.
