SR-500-002 EPWM: CC: AA: RO; f: data\spfiles\spmisc\ccreports\County of LA-Agree City Council Meeting: July 10, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:General Services Agreement Between the City of Santa Monica and the County of Los Angeles Introduction This report recommends that the City Council authorize the City Manager to negotiate a General Services Agreement with the County of Los Angeles for a five-year period, through June 30, 2006. Background The City from time to time requires services from County agencies. These services, which may include street maintenance, animal control, tract map checking, health services, engineering and emergency services, among others, are provided under an umbrella agreement between the County and the City. Such agreements were executed in prior years, allowing the City to engage County services quickly when needed. This General Services Agreement does not cover services such as lifeguard services, for which the City and County have negotiated separate agreements. Discussion As a practical matter, the City has not made extensive use of County services. The 1 City is under no obligation to make use of County services unless and until they review and agree to the rates charged by the County at the time services are requested. The County Auditor-Controller determines the costs of individual services annually. Rates proposed in past years were reasonable. Budget/Financial Impact Departments, which use County services, are budgeted for the necessary expenditures and the execution of this agreement has no additional budget/financial impact. Recommendation Staff recommends that the City Council authorize the City Manager to execute the General Services Agreement with the County of Los Angeles for the next five years, through June 30, 2006.
