SR-508-000 EPWM: CP: AA: DB: AS F:\DATA\SPFILES\SP1875\CC1875.doc Council Meeting: June 26, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award of Construction Related Contracts for the FY2000-2001 Street Improvement Project and appropriation of funds from the Wastewater Fund for this project Introduction This report recommends that the City Council award a contract for the construction of the FY2000-2001 Street Improvement Project withPalp, Inc. dba Excel Paving Company, the best bidder, in the amount of $3,367,450 and approve a contingency amount of $316,300; authorize the City Manager to negotiate and execute a construction management contract for the project with Caltrop Engineering in the amount of $250,000 and approve a contingency amount of $25,000; and appropriate $245,000 from the Wastewater Fund to account C31094300.589002. Background Each fiscal year, the City Council authorizes the construction of street improvements identified by the Environmental and Public Works Management Department including street resurfacing, slurry sealing, new curb ramps and bus pads, repairs to curbs, gutters, and sidewalks. The streets proposed to be resurfaced and slurry sealed and proposed bus pad and curb ramp locations are listed in Attachment ?A?. 1 Discussion A Notice Inviting Bids for the construction contract was published on April 1 and 6, 2001 in The Los Angeles Times, Westside Weekly and the F. W. Dodge newsletter respectively. Bid packages were requested by fifteen contractors and the City Clerk's office received six sealed bids, which were publicly opened and read aloud on May 10, 2001 by the Deputy City Clerk. The bid results were as follows: 1. Palp, Inc. dba Excel Paving Company $3,367,450 2. All American Asphalt $3,416,075 3. Silvia Construction, Inc. $3,473,910 4. Sully-Miller Contracting Co. $3,535,950 5. Sequel Contractors, Inc. $3,536,550 6. Los Angeles Engineering, Inc. $3,810,850 City Engineer's Estimate $3,512,250 The best bidder, Palp, Inc. dba Excel Paving Company supplied the City with a list of similar projects including street and airport runway/taxiway pavement improvement projects for the City of Long Beach and the Burbank-Glendale-Pasadena Airport Authority; street paving projects for the Los Angles County Department of Public Works; and the FY1998-1999 street improvement project for the City of Santa Monica. 2 Staff contacted the agency representatives for these projects and they all reported that the contractor's work quality was satisfactory and that work was completed in a timely and cost efficient manner. Staff also contacted the Center for Contract Compliance and found Palp, Inc. dba Excel Paving Company in good standing and capable of handling labor compliance issues. The State Contractor?s License Board verified that the Contractor's license is active and in good standing. Construction Management A Request for Qualifications for construction management services was issued on July 26, 1999 to pre-qualify firms to provide construction management services to the City of Santa Monica. A panel that included representatives from Civil Engineering?s Project Development and Construction Management groups interviewed three firms from the pre- qualified list. The interview panel recommends Caltrop Engineering to provide construction management services for this project. Selection criteria included previous experience, qualifications of staff, ability to meet tight time schedules, cost of services and availability of staff. The work includes oversight and continuous inspection of the Contractor?s work during construction to ensure that the Contractor conforms with plans and specifications, monitoring traffic control and detour plans, reviewing change order requests, and providing information to the Contractor on an as-needed basis. Since the costs incurred by the Neilson Way resurfacing will be billed to the City of Los Angeles as part of the sewer replacement agreement, staff recommends replacing those funds with an appropriation from Fund 31- Wastewater to account C31094300.589002 and releasing the funds in the general fund account for this project. Recommendation Staff recommends that the City Council: 1. Award a Construction Contract for the FY2000-2001 Street Improvement Project to Palp, Inc. dba Excel Paving Company, the best bidder, in the amount of $3,367,450 and approve a contingency amount of $316,300; 5 2. Authorize the City Manager to negotiate and execute a professional services contract for construction management of the FY2000-2001 Street Improvement Project with Caltrop Engineering in the amount of $250,000 and approve a contingency amount of $25,000; 3. Appropriate $245,000 from the Wastewater Fund to account C31094300.589002; and 4. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
