SUBJECT: Resolution Authorizing the City Manager to Execute an Amendment to the
Memorandum of Understanding with the Administrative Team Associates
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute an amendment to the Memorandum of Understand ing (MOU) with the
Administrative Team Associates.
BACKGROUND
The current Memorandum of Understanding (MOU) with the Administrative Team
Associates (ATA) is in effect from July 1, 1999 through June 30, 2001. All of the
Miscellaneous (non-safety) City employees have elected to participate in the California
Public Employees' Retirement System (CaIPERS) HealthCare Program as of July 1, 2001
and be covered by an umbrella agreement which sets forth the medical insurance
provisions for all Miscellaneous City employees. As a result, the current MOU between the
City and AT A must be amended to implement that change.

BUDGET/FINANCIAL IMPACT
Funds are already included in the budget for FY2000-2001 to cover any costs associated
with the amendment to the Memorandum of Understanding between the City and the
Administrative Team Associates.
RECOMMENDATION
It is recommended that Council adoptthe attached Resolution authorizing the City Manager
to execute an amendment to the Memorandum of Understanding with the Administrative
Team Associates.

Municipal Employees Association.
BACKGROUND
The current Memorandum of Understanding (MOU) with the Municipal Employees
Association (MEA) is in effect from July 1, 1998 through June 30, 2001. All of the
Miscellaneous (non-safety) City employees have elected to participate in the California
Public Employees' Retirement System (CaIPERS) HealthCare Program as of July 1, 2001
and be covered by an umbrella agreement which sets forth the medical insurance
provisions for all Miscellaneous City employees. As a result, the current MOU between the
City and MEA must be amended to implement that change.

Supervisory Team Associates.
BACKGROUND
The current Memorandum of Understanding (MOU)with the Supervisory Team Associates
(STA) is in effect from July 1,2001 through June 30,2003. All of the Miscellaneous (non-
safety) City employees have elected to participate in the California Public Employees'
Retirement System (CaIPERS) HealthCare Program as of July 1,2001 and be covered by
an umbrella agreement which sets forth the medical insurance provisions for all
Miscellaneous City employees. As a result, the current MOU between the City and STA
must be amended to implement that change.
