SR-417-007 (7) EPWM:CP:AA:LF:SAF:\DATA\SPFILES\SP1866\cc1866.doc City Council: May 8, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award of a Design-Build Contract to Replace the East Steel Stairs in Parking Structure #5 Introduction This report recommends that the City Council award a design-build contract to replace the east steel stairs in Parking Structure #5 to Abrahams Construction in the amount of $99,000 and approve $21,000 in contingency funds. Background Parking Structure #5 was originally built in the 1960's with a four story addition constructed 15 years ago. Included in the addition were painted steel access stairs at the east and west elevations of the structure. Last year, the rusting steel stairs in the west stairwell were replaced with new rust-resistant galvanized steel stairs. Discussion This project includes the design and replacement of the rusting steel stairs in the east stairwell with new rust resistant galvanized steel stairs, installing new handrails and matching rubber flooring. Construction scheduling and phasing has been coordinated with the Bayside District Corporation to avoid peak use periods in the downtown area and 1 minimize construction impacts. A Notice Inviting Bids was published on February 2 and 4, 2001 in the Los Angeles Times Westside Weekly, F. W. Dodge newsletter, and the Daily Construction Service. Bid documents were sent to eleven plan rooms including six woman/minority - owned business enterprise associations. Thirteen contractors requested bid packages. The City Clerks = office received eight sealed bids, which were publicly opened and read out loud on February 20, 2001 at 3 PM, by the Deputy City Clerk. The bid results were as follows: 1. T&J Field Construction $144,472 Engineer?s Estimate: $130,000 The lowest responsible bidder, Abrahams Construction, has successfully completed structural steel seismic upgrades for the City of Bellflower. Abrahams Construction furnished a list of references, all of which reported that the contractors work was = satisfactory and that work was completed in a timely and cost efficient manner. Award a Design-Build Contract to Replace the East Steel Stair in Parking Structure #5 to Abrahams Construction, in the amount of $99,000 and approve $21,000 in contingency funds; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
