SUBJECT: Recommendation to Adopt a Resolution Authorizing the City Manager to
Accept Grant Funds and Establish Expenditure Authority for Beverage
Container Recycling Services from the California Department of
Conservation.
Introduction
This report recommends that the City Council adopt the attached resolution authorizing
the City Manager to accept grant funds from the California Department of Conservation
and establish expenditure authority in the amount of $139,371 These funds will be
used for expansion of beverage container recycling services to the Pico neighborhood,
and the south side of the city to better serve the majority of multi-family units.

area, Ocean Ave. to 20th Street and Wilshire to Montana, represents 25.3% of the multi-
family population of Santa Monica. The California Department of Conservation, Division
of Recycling provides $500,000 annually in grant funds pursuant to Section 14581 of
the California Beverage Container Recycling and Litter Reduction Act (Act). To promote

Blvd to Wilshire Blvd., the Department of Conservation, Recycling, Division, has
awarded the City $139,371.
Discussion
Grants are available based upon a program outline, implementation schedule, and a
reimbursement plan in which the City performs the services, pays the employees, and
provides outreach, before being reimbursed for costs, This state-funding source is
available to implement an expansion of outreach and collection opportunities for multi-
family dwellings.
These funds will be used to purchase containers for commingled collection and
removal, personnel, and public outreach. Containers will be provided at multi-family
locations based on space available in public alleyways. Service will be provided twice
weekly using a combination of public right-of-way and private property that will make
recycling more convenient and increase the amount of California Redemption Value
containers collected. All materials will be weighed in order to measure the effectiveness
of the program and to obtain additional diversion tonnages in accordance with state
mandates. Grantees are required to submit status reports, including volume information
and revenue for materials collected.
Financial/Budget Impact
Approval of the staff recommendations will result in an increase in revenue of $139,371
to the Solid Waste budget to partially fund containers and signage for the commingled
recycling program. This is in addition to $612,348.49 budgeted in this year for the
program for equipment operators' salaries and benefits ($101,670.40 using existing
staff), vehicle costs ($123,857.14 in existing solid waste fleet budget), and the
remaining containers not funded by the grant ($386,820.95). Appropriate budget
changes will be presented to the City Council as part of the City's Proposed FY 2001-02
Budget.
Recommendation
Staff requests that the City Council adopt the attached resolution authorizing the City
Manager to accept the Beverage Container Recycling Grant from the California
Department of Conservation in the amount of $139,371.00.
