SUBJECT: Recommendation to Authorize the City Manager to approve an
Amendment to Contract #115(CD) with Arthur D. Little for Underground
Storage Tank Management Activities
INTRODUCTION
This report recommends that the City Council authorize the City Manager to approve an
amendment in the amount of $179,686 to Contract #115(CD) with Arthur D. Little for
modifications to the fueling system at American Flyers located at the Santa Monica
Municipal Airport and for the removal of an underground storage tank discovered during
sewer installation on Pacific Coast Highway.
BACKGROUND
On October 13, 1998, the City Council approved a contract with Arthur D. Little in the
amount of $1,707,618 to conduct underground storage tank removal, replacement and
upgrade activities at the Airport, Corporate Yard and Fire Station Three. In addition, the
contract included funding for subsurface investigation and remedial activities at Fire
Station Three.
On July 20, 1999, the City Council approved a change order in the amount of $13,670
for replacement, upgrades and relocation of the underground storage tanks at Fire

Station Three. On September 28, 1999, the City Council approved additional funding in
the amount of $295,810 for an expanded scope of environmental investigation and
remediation services at the Airport.
DISCUSSION
An Interim Grading Plan has been developed for the Airport property to ensure
adequate surface drainage and provide sufficient pavement strength for upgraded
aircraft and fuel truck operations. As a result, modifications to the originally proposed
fueling system are required. Specifically, upon review of the design for the new
underground storage tank system proposed at American Flyers, Airport staff amended
the location and construction specification for the tanks and fuel delivery system
addressed in the amendments. The fueling system and surface grading amendments
total $119,686.
In the fall of 2000, during excavation associated with the new sewer line underlying
Pacific Coast Highway, a previously unknown underground storage tank was
discovered. To facilitate expedited tank removal activities to prevent costly delays in the
construction work on the adjacent sewer project, activities associated with tank removal
were approved under the City?s existing contract with Arthur D. Little. The proposed
amendments will replace funds used for the assessment and removal of the tank, with
funds associated with the sewer project from the Disaster Recovery Program.

BUDGET/FISCAL IMPACT
The contract amendment totals $179,686. Funds are available for modifications to the
fueling station in the amount of $119,686 in the Airport Fund Underground Tank
Management CIP Account #C33002000.589000, and funding in the amount of $60,000
is available in account # C31094101.589000 for costs associated with the assessment
