SUBJECT: Recommendation to Increase Amount Awarded to Hansen Information
Technologies, Inc., for a Computerized Maintenance Management
System for Water, Wastewater and Storm Water Utilities from $104,720
to an Amount Not to Exceed $135,487.
Introduction
This report recommends that the City Council increase the amount awarded to Hansen
Information Technologies, Inc., for a computerized maintenance management system
for water, wastewater and storm water utilities, from $104,720 to an amount not to
exceed $135,487.
Background
In September 1999, City staff completed a competitive bidding process and selected
Hansen Information Technologies, Inc., as best bidder for a computerized maintenance
management system for water, wastewater, and storm water utilities. On November 9,
1999, the City Council authorized the City Manager to negotiate and execute a contract
with Hansen Information Technologies, Inc. for software and support services in an
amount not to exceed $104,720. Since that time, staff temporarily placed contract
negotiations on hold, while preparations for Year 2000 software compliance and post
Year 2000 software enhancements were being completed. After several months,
contract negotiations with Hansen Information Technologies, Inc., have also been
completed.
Discussion
New developments in computer technology and Hansen software now provide an
improved interface between the Hansen software and the City?s Geographic Information
System (GIS). To take advantage of the new technology, the purchase price for
software and support services has increased from $104,720 to $135,487. The increase
of $30,767 is for the purchase of Hansen?s new GIS Interface software module.
Budget/Financial Impact
The cost of the maintenance management software will be split between the water,
wastewater and storm water funds as follows:
$ 49,428 Water Fund ? C25085299.589000
$ 49,428 Wastewater Fund ? C31085299.589000
$ 36,631 Storm Water Fund ? C34085299.589000
The contract price includes one year of software maintenance ($10,170). In future
years, software maintenance costs will be budgeted in the operating budgets for each
fund.
Recommendation
Staff recommends that the City Council increase the amount awarded to Hansen
Information Technologies, Inc., for a computerized maintenance management system
for water, wastewater and storm water utilities, from $104,720 to an amount not to
exceed $135,487.
