Introduction
This report recommends the extension of preferential parking regulations to additional
blocks for which residents have submitted petitions and to pre-approve adjoining blocks
for the same regulations. Pico Boulevard, 34th Street, Ocean Park Boulevard, 30th
Street and Pearl Street would border the expanded zone.
Background
Residents of the following blocks currently have completed petitions for preferential
parking on file with the Transportation Management Division:

The City Council previously created preferential parking zone H in 1989, in the vicinity of
the blocks that have submitted complete petitions. Zone H includes 30th, 31st, 32nd,
33rd and 34th Streets between Ocean Park Boulevard and Pearl Street. The regulations

on zone H allow two-hour parking between 9:00 a.m. and 6:00 p.m. daily, except on 30
Street where regulations allow two-hour parking between 9:00 a.m. and 6:00 p.m.
Monday through Friday only, except by permit.

Discussion- Neighborhood Parking Issues
Residents closer to Pico Boulevard are affected by parking associated with businesses
on Pico Boulevard. There are numerous small businesses, including restaurants and
McCabe?s Guitar shop whose employees and customers use nearby residential streets.

Trader Joe?s grocery store is also located in this neighborhood at the corner of 33
Street and Pico Boulevard. Preferential parking zone WW was implemented in June of
2000 in the neighborhood north of Pico Boulevard and east of Stewart Street. Zone WW

The residents closer to Pearl Street may experience parking demand from Pico
Boulevard, from businesses on Ocean Park Boulevard and from the business park.

Study Findings
During the spring of 2000, the area bounded by Pico Boulevard, Centinela Avenue,

and usage. A summary of peak parking occupancies is included as Attachment C. The
study demonstrates that although the area as a whole provides ample parking to meet

A total of 39 percent of the businesses that responded supported 2 hour parking with a
limited number of permits sold to businesses for area employees. This response
supports information that has been communicated to City staff. Pico Boulevard and
Ocean Park Boulevard businesses have long had a shortage of customer and employee

parking. The problem has intensified on Pico Boulevard east of 28/Stewart Street since
implementation of Preferential Parking Zone WW in June 2000. Area businesses have
communicated that although two-hour parking regulations will assist customers, there
will be a severe shortage of employee parking.
Recommendations for Proposed Zone H
The proposed regulations for Zone H would alleviate the parking pressure on residential
streets and still allow flexibility for visitors to both the residential and commercial
neighbors. The modifications attempt to provide for resident parking while protecting the

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA MODIFYING THE REGULATIONS IN PREFERENTIAL
PARKING ZONE E AND AMENDING RESOLUTION 9344 "PREFERENTIAL
PARKING ZONES" CCS BY REPLACING EXHIBIT A
WHEREAS, the Planning and Community Development Department has
received petitions requesting the establishment of a preferential parking zone; and
WHEREAS, those petitions to be signed by residents living in two-thirds of the
dwelling units comprising not less than fifty percent (50%) of the developed frontage of
the proposed preferential parking zone have been verified; and
WHEREAS, additional blocks in the vicinity will meet the criteria for establishing a
preferential parking zone once the appropriate number of signatures have been
submitted and verified; and
WHEREAS, the Planning and Community Development Department has
undertaken such studies and surveys deemed necessary to determine whether a
preferential parking zone should be designated in the above area; and
WHEREAS, the City Council hereby finds that the proposed area meets the
designation criteria set forth in Municipal Code Section 3.08.040
NOW THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA
RESOLVES AS FOLLOWS:
Section 1. Preferential Parking Zone H is hereby amended. The regulations for

The residents of blocks that currently do not have regulations had a more mixed

reaction. Residents of 33 Street between Pico Boulevard and Pearl Street,
adjacent to the Trader Joe?s grocery store, requested more stringent regulations.
They communicated that the occupancies for their street were higher than the
survey captured and that the behavior of customers to the area dramatically
impacts them. The original survey indicated a peak occupancy of 47% at 10 a.m.;
staff observed the street again and found occupancies as great as 53% during
the 3 p.m. hour. The residents of that block at the community meeting requested
no parking except by permit, as did five out of nine respondents to the survey.
Although residents agreed that it is generally best to have consistent regulations
throughout an area, they communicated that in some circumstances, such as on
rd
33 Street, there are overriding considerations.
Residents of other blocks who have petitioned for preferential parking and
residents currently without regulations were agreeable to two-hour regulations at
the community meeting. The residents of the Village Park complex at 2700 Pearl
Street expressed a desire to not have any additional portion of Pearl Street in
their neighborhood be pre-approved for preferential parking because they believe
that non-residents would park within their complex.
Residents that do not currently have preferential parking and whose blocks are
currently under consideration, communicated through the survey that they are
less supportive of preferential parking. More than 50 percent of the respondents

on 28, 31, 32, and 34 Streets north of Pearl prefer no parking restrictions.

Exactly 50 percent of respondents from 27 Street (a block with a verified

petition) prefer no restrictions and 44 percent of respondents on 29 Street were
agreeable to two-hour regulations with the sale of some permits to businesses.
At least half of respondents on blocks of Pearl Street were supportive of two-hour
regulations, except for the 3300 block.
Area businesses communicated with city staff through the survey, at the
community meeting and through the Economic Development Division. Some Pico
Boulevard businesses have been impacted by preferential parking regulations
north of Pico Boulevard that do not allow any long-term parking for employees.
While businesses and the Economic Development Division have made some
progress in obtaining off-street parking, such as Trader Joe?s finding parking for
its employees at other businesses? lots, a not all employees can be
accommodated in existing off-street parking facilities adjacent to this older
commercial area. In addition, the cost of developing parking is prohibitive.
Many businesses on Pico and Ocean Park Boulevard have never had enough
parking for their customers or employees. The problem is exacerbated at the
east end of Pico Boulevard where the parking of businesses was taken with the
construction of the Santa Monica Freeway. The Economic Development Division
estimates that there is currently a need for approximately ___ employees to park
on city streets. The Economic Development Division and East Pico Business
Improvement District has worked with businesses to share parking, for example
many restaurants use a bank?s parking during evening hours. Unfortunately, the
group has not been successful in developing a shared parking arrangement with
the National Association of Recording Artists on Pico Boulevard. The streets in
the area have enough capacity for all parking demand, however some residents
are much more impacted by the use of this parking capacity because of their
proximity to businesses.
Businesses on Pico and Ocean Park Boulevards have expressed a desire for
two-hour parking regulations and business permits, should preferential parking
be deemed necessary. Approximately the same amount of business
respondents supported two-hour parking with limited business permits (39
percent) as supported no restrictions (38%).
