The expanded zone would be bordered by San Vicente thst Boulevard, 26 Street, Carlyle Avenue and 21 Place. Background The City Council previously created preferential parking zone E in 1985, consisting of th 25 Street between San Vicente Boulevard and Carlyle Avenue. The regulations allow two-hour parking between 9:00 a.m. and 6:00 p.m., Monday though Saturday, except by permit. Residents of the following blocks have completed petitions for preferential parking on file with the Transportation Management Division: rdth ? 2300 block of Georgina Avenue (between 23 Street and 24 Street) thth ? 2400 block of Carlyle Avenue (between 24 Street and 25 Street), and th ? 300/400 block of 26 Street (between Georgina Avenue/Brentwood Terrace and Marguerita Avenue/Baltic Street) 1 Neighborhood Parking Issues th Residents west and south of 26 Street and San Vicente are affected by parking associated with the businesses within the area, including the Brentwood County Mart shopping center. The area is on the border of Los Angeles. Businesses are both small in scale, such as offices and retail shops, and large, such as a full-service grocery store site that is currently vacant. Residents have complained that employees of these businesses create crowded parking conditions on their streets. This frustration is compounded by noise, trash, rude behavior and blocking of driveways, attributed to people seeking commercial parking. Parking spaces adjacent to commercial properties are currently regulated. Parking th meters line the east side of 26 Street between San Vicente Boulevard and Georgina th Avenue and the west side of 26 Street between San Vicente Boulevard and Brentwood thth Terrace. Two-hour regulations exist on Georgina Avenue between 24 and 26 Streets thth and on Carlyle Avenue between 25 and 26 Streets. City of Los Angeles residential streets to the east of 26th Street have two-hour parking regulations Monday through Saturday. Study Findings th During the spring of 2000, the area bounded by San Vicente Boulevard, 26 Street, st Carlyle Avenue and 21 Place was studied to determine parking occupancies and usage. A summary of peak parking occupancies is included as Attachment C. The study demonstrates that employees park on unregulated neighborhood streets. This data 2 and field observations suggest that on a weekday about 50 employee cars may be parked in the area proposed for this zone, and that they are concentrated on the unregulated streets closest to the commercial area. For example, the 2300 block of Georgina Avenue, which is currently unregulated, had a peak occupancy of 89 percent, compared to the 2400 block of Georgina Avenue, with two-hour regulations, that had a peak occupancy of 41 percent. Parking occupancies are greatest on north-south streets adjacent to Georgina Avenue with occupancies dropping further away from Georgina Avenue making the problem inconsistent across the longer north-south blocks. However, this information indicates the problem will likely move beyond the blocks that have petitioned for preferential parking, if regulations are imposed on those blocks. th Employees also park on 26 street, south of the metered parking zone. A previous preferential parking study was conducted for the 2300 block of Georgina Avenue in 1998. At that time, the parking conditions did not justify implementation of a preferential parking zone. Community Input th Businesses and residents in the area bounded by San Vicente Boulevard, 26 Street, st Carlyle Avenue and 21 Place were invited to attend a meeting to discuss preferential parking in their neighborhood. The initial recommendation to the community was to keep the regulations consistent throughout the neighborhood and allow two-hour parking between 9:00 a.m. and 6:00 p.m., Monday through Saturday. 3 The residents of the three blocks that currently have completed petitions were generally th supportive of the regulations. Residents of 26 Street expressed concern about th continuing to allow any cars to park on their street. The physical profile of 26 Street can make visibility difficult, a problem amplified by the speeds of vehicles on the street. Residents communicated that it was even more difficult when vehicles encroached into their driveways. Residents also expressed concern that the great demand for parking was causing an interruption in their curbside waste collection, since visitors to the area move waste containers causing the garbage and recycling to not be picked up. th Prior to the community meeting, the residents of 24 Street between Georgina and Carlyle Avenues had submitted a petition signed by at least two-thirds of the residents. th Some residents at the community meeting spoke against the inclusion of 24 Street in the implementation of preferential parking in the neighborhood. Enough residents requested their names be removed from the petition to make the number of signatures drop below the two-thirds requirement. Residents closest to Georgina Avenue are more affected by commercial parking than those residents that live further south. Residents have requested that the north portion of the street be considered independently of the south portion, so that regulations can be implemented, although two-thirds of the residents do not support the request. Staff does not support this request since the parking problem will likely shift from the northern portion of the block directly south of the regulated area. This would violate a design goal: that preferential parking regulations should not displace vehicles outside the zone. 4 Other residents of the area expressed opposition to more preferential parking in the neighborhood. Residents feared if one block had preferential parking, the problem would shift to their block. Staff believes that non-resident parking adversely affects some residents in the area and that spillover into other neighborhoods could be avoided by pre-approving a large enough area. It may be possible to reduce the extent of the shift of employee cars from one residential block to another within the zone by providing additional options for employee parking. In this particular neighborhood, one option is to provide long-term parking on Georgina Avenue where approximately 13 spaces are adjacent to commercially zoned property. Staff is pursuing this option in consultation with local businesses. Other options would be to allow limited employee parking within the proposed zone on regulated streets or, in the long-term, to develop additional parking facilities. Businesses also communicated their dissatisfaction with the proposed preferential parking regulations. Employees and business owners expressed a need to park on the residential streets because of a lack of employee parking in the commercial area. Unregulated all-day parking is available on San Vicente Boulevard, within three to six blocks of most businesses, but some consider the distance to these spaces too far to walk. 5 It is noteworthy that none of the streets in Los Angeles adjacent to this area allow long- term parking for non-residents. Therefore the unregulated streets in Santa Monica are subject to the pressure of parking demand from employees in both Cities. Recommendations for Proposed Zone E Staff used study data to develop the following regulations for Zone E that would alleviate the parking pressure on residential streets and still allow flexibility for visitors to both the residential and commercial neighbors: ? Allow two-hour parking between 9:00 a.m. and 6:00 p.m. Monday through Saturday except by permit Staff recommends that a larger area be pre-approved for preferential parking so that any block-to-block spillover associated with the regulations will be incorporated within the proposed zone. Employee and long-term parking demand could be accommodated in available spaces on San Vicente Boulevard, and, possibly, on the portion of Georgina Avenue adjacent to commercially-zoned property. These locations are within three to six blocks of most businesses. The specific blocks that would be added to preferential parking zone E are: stndrdth ? 21 Place, 22 Street, 23 Street, and 24 Street between San Vicente Boulevard and Carlyle Avenue, th ? 26 Street between Georgina Avenue/Brentwood Terrace and Marguerita Avenue/Baltic Street, stth ? Georgina Avenue and Carlyle Avenue between 21 Place and 25 Street, 6 Budget/Fiscal Impact Initially, it is estimated that area residents in the proposed zone will purchase approximately 75 new permits. This will generate approximately $1,125 annually in additional revenue in FY 00/01 at account 01415.400290. The budget should be amended to reflect this additional revenue. CEQA Analysis The proposed project has been determined to be categorically exempt from the provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15301 ( c ) which was recently amended to define Class 1 exempt projects in the following way: "Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving little or no expansion of use beyond that existing at the time of the lead agency?s determination. . ." This exemption lists as an example of "existing facilities:" "( c ) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities." Preferential parking zones involve only the issuance of permits for the use of an existing public street and include negligible or no expansion of this existing use. Recommendations It is recommended that the City Council: 1. Approve the attached Resolution amending Preferential Parking Zone E and amending Resolution 9344 CCS (Resolution of the City Council of the City of 7 Santa Monica Re-Establishing Various Preferential Parking Zones) by replacing Exhibit A. 2. Preferential Parking Zone E is hereby amended. (c) These regulations shall become effective on each street within the named and described Zone following receipt and verification of petitions pursuant to Santa Monica Municipal Code Section 3.08.050 and posting of signage to that effect by the Traffic Operations Division.
