SUBJECT: Recommendation to appoint City of Santa Monica Official Representative
to the Disaster Management Area ?A? Board.
Introduction
This staff report recommends that the City Council approve the appointment of the City
of Santa Monica?s Emergency Services Coordinator to the Disaster Management Area
?A? Board, whose members include the Cities of Santa Monica, West Hollywood,
Beverly Hills, and Culver City.
Discussion
In the 1950s, Los Angeles County was divided into civil defense areas, which were
established for purposes of coordinating disaster training, exercises, and planning
activities throughout the County. The County was divided into eight separate civil
defense areas, now known as ?Disaster Management Areas.?
Last spring, the four Area ?A? Cities (Santa Monica, West Hollywood, Beverly Hills, and
Culver City) approved a Joint Powers Agreement (JPA) providing for improved training
exercises, disaster planning, and inter-agency cooperation in preparation for natural or
man-made disasters.

The Area JPA provides a formalized structure of responsibilities for emergency planning
and operations, provides Federal funding to support some Area ?A? activities, and gives
Area ?A? an official vote in County policies concerning emergency management issues.
Each city must appoint a voting member and an alternate to the Area ?A? Board to guide
policy and joint projects among the four Cities. The City?s Emergency Services
Coordinator and the Fire Support Services Division Chief are best situated to serve as
primary voting representative and alternate voting representative, respectively.
Budget/Financial Impact
There are no budget or financial impacts associated with this appointment. The City
may be asked in the future to advance funds not to exceed $5,000 for joint training
exercises or other projects, which would be reimbursed by the Area ?A? Board. Account
number 01316.544010 will be the source for any expenditures and reimbursements.
The revenue and expenditures for this program are the responsibility of the Disaster
Management Area ?A? Board and are currently administered by the City of Beverly Hills.
Recommendation
Staff recommends that the City Council of the City of Santa Monica approve the
appointment of the City of Santa Monica?s Emergency Services Coordinator as the
primary voting member representing the City of Santa Monica to the Area ?A? Board,
and the designation of the Santa Monica Fire Department?s Support Services Division
Chief as an alternate voting member.
