INTRODUCTION This report recommends that the City Council authorize the City Manager to negotiate and execute amendments to contracts for Phase 2 Crosswalk Enhancements with 1) Katz, th Okitsu & Associates to conduct a crosswalk study of the 26 Street Corridor for an amount th not to exceed $44,000, including contingency, 2) CBM Consulting for 26 Street Corridor crosswalk improvements project/construction management services for an amount not to th exceed $45,000, and 3) Willdan, Inc. for 26 Street Corridor crosswalk improvements design services for an amount not to exceed $55,000. Advancement of this study requires appropriation of funds totaling $144,000. BACKGROUND On February 13, 2001 City Council directed staff to accelerate planning and th implementation of crosswalk and pedestrian safety improvements for 26 Street. The direction was to incorporate recommended improvements into the Phase 2 design and th construction process. The entire length of 26 Street will be studied as a comprehensive corridor, consistent with the study process for all other streets. This approach ensures consistency from location to location throughout the corridor and allows the evaluation of 1 specific locations in relation to adjacent issues. DISCUSSION th Staff obtained a proposal from Katz, Okitsu and Associates to analyze the 26 Street Corridor as a stand alone study. This study will be an amendment to the Katz, Okitsu th Phase 2 Crosswalk Study contract authorized on June 29, 1999. The process for the 26 Street corridor will be similar to the other two study phases conducted by the Katz, Okitsu team. A community workshop will be held early in the process to obtain input from the residents, businesses and other interested community members. The study team will conduct site-specific analysis and develop preliminary recommendations that will be brought back to the community through a second workshop. Recommendations will then th be brought to Council for approval. The 26 Street study will be conducted as quickly as possible to minimize delay to the Phase 2 design process. The CBM Consulting contract to provide project and construction management services for Phase 2 improvements, authorized on September 12, 2000, will be amended to incorporate th the 26 Street corridor improvements. The Willdan, Inc. contract to develop construction drawings and specifications for Phase 2, authorized on January 9, 2000, will be amended th to include 26 Street. Advanced amendment of these contracts will streamline th incorporation of the recommended 26 Street improvements into the Phase 2 design process that is already underway and will minimize any delay caused by the incorporation th of 26 Street improvements into Phase 2. 2 BUDGET/FINANCIAL IMPACT th Funding for 26 Street is currently included in the Capital Improvement Program (CIP) budget for FY 01-02, as part of a scheduled Phase 3. In order to authorize a study in the current fiscal year, funding will need to be appropriated this fiscal year. Staff recommends that the total cost of $144,000 to amend the three contracts, as shown below, be appropriated from the General Fund ?Major Capital Project? designation, approved by the City Council on February 27, 2001, to the Crosswalk Improvement Account C01045601.589000. Authorize the City Manager to negotiate and execute an amendment to the CBM 3 Consulting Agreement in an amount not to exceed $45,000 to provide th project/construction management services for 26 Street crosswalk improvements. 3. Authorize the City Manager to negotiate and execute an amendment to the Willdan th Agreement in an amount not to exceed $55,000 to provide design services for 26 Street crosswalk improvements. 4. Appropriate $144,000 from the General Fund to Crosswalk Improvements account C01045601.589000.
