SUBJECT: Agreement with the State Coastal Conservancy to Accept a $500,000
Grant for the Installation of Pollution Prevention Devices
Introduction
This report recommends that the City Council authorize the City Manager to negotiate
and execute an agreement with the State Coastal Conservancy (Conservancy) to
accept $500,000 in grant funds to install pollution prevention devices, also known as a
Best Management Practice (BMP), in the Centinela Drainage Basin to reduce polluted
urban runoff from entering Santa Monica Bay via Ballona Creek. The report also
recommends that the City Council adopt the attached resolution in support of this grant.
Background
The eastern portion of the City drains through the Centinela storm drain into the
Sepulveda Channel of the City of Los Angeles and into Ballona Creek. Federal,
state and local regulations require the City to curb urban runoff pollution from
storm drain discharges into Ballona Creek and Santa Monica Bay. Recent
changes in regulations have shifted the management strategy for urban runoff
control from an end-of-pipe approach to a sustainable watershed approach,
where the entire watershed or storm drainage area is considered.

In 2000, state voters passed Proposition 12, which in part allocates funds for urban
runoff BMPs. The City submitted a $500,000 grant application to the Santa Monica Bay
Restoration Project for Proposition 12 funds (Grant), and was recently notified that its
application was successful. To access these funds, the City must execute and submit
the attached resolution to the Conservancy.
Discussion
The Grant will be used to design and install one of two 2-stage urban runoff

treatment chambers, one at Pico Boulevard and 33 Street and one at Pearl and
rd
33 Streets. The City received approval on October 23 of a second grant
($750,000) from the state Integrated Waste Board. Staff is soliciting an
additional grant from state Proposition 13 to complete the funding needs for the
two locations.
Budget/Fiscal Impact
The City is required to provide a minimum of 15% in matching funds or $75,000, which
staff anticipates will come from in-kind services and other grants the City is currently
seeking. It is necessary to establish a revenue budget of $500,000 at 20661.406620
and appropriate the same amount at C20079602.589000. If the proposed agreement is
executed between the Conservancy and City, staff will return to Council requesting the
approval of contracts with one or more contractors to complete the project and related
budget changes if necessary.

Recommendation
Staff recommends that the City Council authorize the City Manager to negotiate and
execute an agreement with the State Coastal Conservancy to accept a $500,000 grant

for the installation of a pollution prevention system at either Pico Boulevard and 33

Street or Pearl and 33 Streets to reduce polluted dry weather urban runoff flows that
may enter Santa Monica Bay via Ballona Creek, and approve necessary budget
changes specified in the Budget/Fiscal Impact Section. The report also recommends
that the City Council adopt the attached resolution in support of this grant.

Resolution of the City Council of the City of Santa Monica Accepting
a Grant from the State Coastal Conservancy for an Urban Runoff Treatment
System in the Centinela Drainage Basin
WHEREAS, Santa Monica Bay is a treasured local, state and national
resource that was nominated and accepted by Congress for inclusion in the
Clean Water Acts National Estuary Program in 1988; and

WHEREAS, the City of Santa Monica has served as a member of the
Santa Monica Bay Watershed Council, working with other stakeholders to
develop and implement a comprehensive conservation and management plan,
known as the Santa Monica Bay Restoration Plan, to restore and protect Santa
Monica Bay; and
WHEREAS, the City of Santa Monica has a drainage basin that drains
urban runoff into Ballona Creek and the Santa Monica Bay, carrying with this flow
many pollutants of concern that have negative impacts on our natural resources;
and

WHEREAS, the Safe Neighborhood Parks, Clean Water, Clean Air and
Coastal Protection Bond Act of 2000 (Proposition 12) provided $25 million to be
administered by the State Coastal Conservancy for restoration of the Santa
Monica Bay in accordance with the goals and priorities of the Santa Monica Bay
Restoration Plan; and
WHEREAS, the Santa Monica Bay Restoration Project is established as a
National Estuary Program per Section 320 of the Federal Water Quality Act of
1987 (PL 100-4) and is committed to the restoration, conservation cleanup,
protection and enhancement of the Bay and the wise use of the natural
resources within its watersheds; and
WHEREAS, the Bay Watershed Council, the governing body of the Santa
Monica Bay Restoration Project, has recommended that the State Coastal
Conservancy grant a sum not to exceed $500,000 for the grant agreement:
Centinela Storm Drain Treatment Project to be conducted by the City of Santa
Monica; and
WHEREAS, in order to secure an agreement with the Coastal
Conservancy for said grant, a resolution of the City Council must accompany the
grant application and contract negotiation materials that will be submitted to the
Coastal Conservancy during the month of December 2001; and

WHEREAS, such grant provides badly needed funding to carry out
activities, such as best management practices in storm drain systems to reduce
urban runoff pollution, vital to protecting and restoring the health of Santa Monica
Bay and its natural resources;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Santa Monica hereby formally accepts a
$500,000 Proposition 12 grant from the State Coastal Conservancy for the
express purpose of reducing urban runoff pollution from the Centinela Storm
Drain, which flows into Ballona Creek and the Santa Monica Bay, thus helping to
restore the health of Santa Monica Bay and our States precious coastal and

natural resources.
SECTION 2. The City Manager or his or her designee is hereby
authorized to certify that the City agrees to and will comply with all applicable
terms and conditions of the aforementioned grant.
SECTION 3. The City Manager or his or her designee is hereby
authorized to negotiate and execute a grant contract and any amendments with
the State Coastal Conservancy, and to certify grant invoices on behalf of the City
of Santa Monica.

SECTION 4. The City Clerk shall certify to the adoption of this Resolution,
and thenceforth and thereafter the same shall be in full force and effect.
