Manager to Submit and Execute Used Oil Recycling and
Household Hazardous Waste Grant Applications to the California
Integrated Waste Management Board
Introduction
This report recommends that the City Council adopt the attached resolution
authorizing the City Manager to submit and execute Used Oil Recycling and
Household Hazardous Waste Grant applications to the California Integrated
Waste Management Board.
Background
The City operates a permanent Household Hazardous Waste (HHW) collection
center available to residents free of charge. Residents of several surrounding
cities and small businesses located in Santa Monica also use the facility on a fee
for service basis. In addition, residents may place used motor oil and filters into
appropriate containers and place them with other recyclables for curbside pickup.
The oil and filters collected at the curbside are brought to the HHW collection
center for recycling. These collection programs help to ensure that HHW
(including oil) is not improperly disposed of in the solid waste stream or dumped
in a sewer or storm drain.

A state-funding source is available to implement public education activities as
well as to increase collection opportunities for residents. The California
Integrated Waste Management Board (CIWMB) offers grants to local
governments to enhance existing programs that address the proper management
of used oil and other household hazardous waste. Over the past ten years, the
City has applied for and received ten grants totaling $460,194.73. These funds
have been used to conduct comprehensive informational campaigns, purchase
oil collection containers for distribution free of charge to Santa Monica residents,
purchase and install new billboard-type signs for City trash trucks, host a
Southern California Regional Forum on Used Oil Recycling, develop outreach
materials for HHW management, support the operation of the HHW collection
center, provide public access to peer reviewed scientific research about
alternatives to household products for used oil recycling public outreach to under
served communities and schools, and to establish permanent oil and filter
recycling sites for airport tenants.
Discussion
The CIWMB makes grants available on a yearly basis. Each grant application
must include an approved resolution from City Council authorizing submittal of
the grant application and identifying the individual authorized to execute all
necessary applications, contracts, agreements and amendments to carry out the
objectives specified in the application. In lieu of submitting a grant-specific
resolution with each grant application, the CIWMB is requesting that grant
applicants submit a single resolution, which authorizes all Oil and HHW grant
applications. This resolution would be valid for three years and resubmitted to

City Council for renewal after that period. Adoption of the attached resolution will
satisfy this requirement.
Financial/Budget Impact
Staff is unable to estimate future budget impact due to the varying amounts of
the awards, but as grants are approved, appropriate budget changes will be
presented to the City Council as part of the City?s annual financial cycle.
Recommendation
Staff requests that the City Council adopt the attached resolution authorizing the
City Manager to submit and execute Used Oil Recycling and Household
Hazardous Waste Grant applications to the California Integrated Waste
Management Board.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE USED OIL
RECYCLING AND HOUSEHOLD HAZARDOUS WASTE GRANT
APPLICATIONS TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT
BOARD
WHEREAS, the people of the State of California have enacted the
California Oil Recycling Enhancement Act that provides funds to cities and
counties for establishing and maintaining local used oil collection programs that
encourage recycling or appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the program within the state,
setting up necessary procedures governing application by cities and counties
under the program; and
WHEREAS, the City of Santa Monica will enter into an agreement with the
State of California for the implementation of a used oil collection program,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The submittal of grant applications to the California
Integrated Waste Management Board for all available grants under the California
Oil Recycling Enhancement Act and all available HHW grants under the

California Integrated Waste Management Act for the period of three years from
July 1, 2000 through July 1, 2003 is authorized.
SECTION 2. The City Manager, or designee, is authorized to execute in
the name of the City of Santa Monica all necessary applications, contracts,
payment requests, agreements and amendments hereto for the purposes of
securing grant funds and to implement and carry out the purposes specified in
the grant application.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution,
and thenceforth and thereafter the same shall be in full force and effect.
