SR-914-000 EPWM:CP:AA:LF:SK:F:\DATA\SPFILES\SP1849\Animal Shelter\cc1849-3.doc City Council Meeting: January 9, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Professional Services Agreement with STV Incorporated to Design New Kennels, Remodel Existing Restroom Facility, and Redesign Storm Water Drainage at the Animal Shelter Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with STV Incorporated to design new kennels, restroom facility, and storm water drainage system at the Animal Shelter in an amount not to exceed $59,830 and approve $8,970 in contingency funds. Background The animal shelter was constructed in 1975 and is used by citizens of Santa Monica and surrounding communities, as well as by the City Police Department Mounted Patrol Unit. The number of animals sheltered has steadily increased. The kennels must be replaced due to: ? Decayed framing which can cause injuries to animals. ? Deteriorated conditions which make cleaning difficult, and can create an unsanitary environment. 1 In addition, visitors in need of a restroom must use the restrooms in the employee?s locker area, which has resulted in security breaches and occasional thefts. A new restroom configuration will be designed. The project design will also correct stormwater runoff deficiencies. Currently stormwater drains off the rear property line and into the public alley. Discussion The City Council approved funding for improvements to the Animal Shelter in the FY 00-01 budget. On July 17, 2000 a Request for Proposals (RFP) was issued to 31 firms for architectural design services for various city projects. Eight firms submitted responses to the City on August 14, 2000, which were reviewed by a selection committee consisting of representatives from the Environmental and Public Works Management and Community and Cultural Services departments, and Daniel, Mann, Johnson, and Mendenhall (under contract to the City for project management). The committee reviewed the responses, interviewed four firms, and selected STV Incorporated to provide the necessary services for the Animal Shelter improvements. STV Incorporated has planned and designed public spaces in commercial buildings and for public agencies including the Los Angeles Unified School District, Caltrans, City of Los Angeles, City of Oxnard, and for the National Park Service. Relevant projects include the renovation of public schools, maintenance facilities, office facilities, and transit stations. References were checked and all reported that the firm?s work was excellent. 2 Budget/Financial Analysis Funds Required Contract $59,830 Contingency $8,970 TOTAL $68,800 Funds in the amount of $68,800 are available in Account Number C01068701.589000, Animal Shelter Improvements. Recommendation Staff recommends that City Council: 1. Authorize the City Manager to negotiate and execute a professional services agreement with STV Incorporated to design improvements to the animal shelter in an amount not to exceed $59,830 and approve $8,970 in contingency funds; and 2. Authorize the City Engineer to issue any necessary modifications to the contract to complete additional work in conformance with the Administrative Instructions on Change Orders. 3.
