Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute an agreement with Sentry Control Systems, Inc. for the acquisition of parking access and revenue control equipment for the downtown structures, beach lots, and Pier parking lot. Background As the result of an open competitive proposal process, the City entered into an agreement with Standard Parking, Inc. for parking operations, including the acquisition of parking access and revenue control equipment from Sentry Control Systems, Inc. and Lexis, Inc. Standard Parking, due to internal company policies, is unable to aquire this equipment from Sentry Control Systems, Inc. and Lexis, Inc. without the cost exceeding the approved contract line item budget; Standard Parking has also proposed terms that are not acceptable to City Staff. In order to obtain the equipment on the terms originally contemplated by the City, staff seeks to aquire the equipment directly from the vendor, Sentry Control Systems, Inc. Discussion The vendor was selected through a competitive procurement process that incorporated both the equipment and operator. The City wishes to retain the selected equipment and operator identified through this competitive process. If the City Manager is authorized to enter into such an agreement, it will allow the City to purchase the equipment over three years, within the budget amount authorized. By authorizing the City Manager to negotiate and execute this agreement, the Council will enable the staff to move forward with the installation of equipment specified in the Proposal for Parking Management Services issued April 14, 2000 and the Management Services Agreement For Six Downtown Santa Monica Public Parking Structures, Fifteen Beach Lots and the Santa Monica Pier Parking Lot (Contract #7733CCS) authorized by the City Council in June, 2000. Budget/Financial Impact The amount required for Sentry Control Systems, Inc. is $866,977 for FY 2000-2001 and each of two subsequent fiscal years, for a total of $2,600,931. The Council has previously authorized this amount with the approval of the agreement with Standard 2 Parking for parking operations. The Standard Parking agreement will be reduced by this amount so that the funds can be allocated for Sentry Control Systems, Inc. Funds are available in CIP account #C01071501.589000 for FY 2000-2001 for this agreement. Appropriate funds will be included in FY 2001-2002 and FY 2002-2003 for these payments. Recommendation: Authorize the City Manager to negotiate and execute a three-year agreement with Sentry Controls, Inc. for the acquisition of parking access and revenue control equipment specified in the City?s April 14, 2000 Request for Proposals, Standard Parking?s May 4, 2000 Proposal for Parking Operations and Sentry Control Systems, Inc.?s October 10, 2000 Proposal to the City, at a cost not to exceed $866,977 for each of three years.
