SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute
the First Modification to Professional Services Contract No. 7148 (CCS)
with Wallace, Roberts & Todd Inc., for the Design of the California Incline
Replacement and Pier Bridge Widening
Introduction
This report recommends that the City Council authorize the City Manager to negotiate
and execute the First Modification to Professional Services Contract No. 7148 (CCS)
with Wallace, Roberts & Todd Inc., (WRT) in an amount not to exceed $609,586.
Background
On July 24, 1997, the City entered into a contract with WRT to perform design of the
California Incline Replacement and the Pier Bridge Widening.
The California Incline Bridge, located between Ocean Avenue and Pacific Coast
Highway, must be replaced to meet current seismic standards. The Pier Bridge, located
at the west end of Colorado Avenue between Ocean Avenue and the Municipal Pier, is
scheduled for widening to accommodate increased pedestrian and bicycle traffic and
strengthened to meet current seismic standards. Federal funds for both of these
projects are provided by the Highway Bridge Replacement and Rehabilitation Program
(HBRR).

Originally, it was proposed that this work would be designed and presented to City
Boards and Commissions concurrent with the non federally funded Palisades Park
Phase II and South Beach Improvements project, that was part of B.I.G. Due to the
complexity of the federal process, the Park projects were designed and built first.
Discussion
The cost of design and construction of the California Incline Replacement and Pier
Bridge Widening has substantially increased since the City entered into the design
contract with WRT in 1997. The contract costs for the Pier Bridge Widening and the
California Incline Replacement were $180,000 and $275,000 respectively.The increase
in project design cost is due to a change in sequence of the design and review process;
scope changes identified during the preliminary design phase; and an increase in
consultant costs reflecting current economic conditions and inflation. The increased cost
of the design phase is $156,772 for the Pier Bridge Widening and $452,814 for
California Incline Replacement, for a total of $609,586.
Recently, staff submitted and obtained approval for additional federal funds under the
HBRR program for the design and construction phases. The total cost increase on the
project is $3,057,681. This breaks down as $2,446,127 from HBRR funding and
$611,554 from local match (based on an 80/20 split.) Since the increased design cost
for both projects is $609,586, the local match portion (20% of project cost) is $121,917.

The increase in federal funds for both projects is in the current three-year budget for FY
2002. Staff proposes to fund the 20% City match ($121,917) with existing project match
monies. As part of the FY 2002 budget cycle, a staff request for the City match portion
for the construction phase of both the California Incline and Pier Bridge will be
submitted for Council consideration.
This modification to the WRT contract is needed now in part to allow the designer of the
Pier Bridge Widening to assist in the process of consideration of the Pier Ramp.
Moving forward with the design of the Pier Bridge Widening does not preclude building
the Pier Ramp, if and when that decision is made by City Council.

Recommendations
