Arizona Avenue between Lincoln and 14 Street. Proposed preferential parking regulations would prohibit parking between 9 a.m. and 12 midnight daily except by permit on portions of the above-listed streets which are adjacent to residential buildings. The resolution will also allow the Planning and Community Development Department to sell a limited number of parking permits to local businesses should the average parking occupancy on streets regulated by preferential parking in Zone XX regularly fall below 50 percent. 1 Background City staff verified a petition for preferential parking submitted by residents of the 1400 th block of 10Street (between Santa Monica Boulevard and Broadway) in July of 1999. th Residents have since submitted completed petitions on 9 Street between Arizona th Avenue and Broadway, 11 Street between Wilshire Boulevard and Arizona Avenue, th 12 Street between Santa Monica Boulevard and Broadway, Euclid Street between th Wilshire Boulevard and Santa Monica Boulevard, Arizona Avenue between 11 and thth 12 Streets, and Arizona Avenue between Euclid and 14 Streets. The proposed zone contains a combination of residences and businesses. Multi-family residential buildings dominate Arizona Avenue and the mid-block areas of the north- south streets. Many of these buildings do not have adequate parking for residents on site. Lincoln Boulevard is dominated by various businesses. Traffic generators on Wilshire Boulevard include restaurants, bars, a movie theater and numerous retail establishments. Santa Monica Boulevard is dominated by auto related businesses and other commercial sites. Commercial buildings lack sufficient parking, putting additional pressure on the parking capacity of residential streets. Commercial uses front the majority of Broadway, and Colorado Avenue is flanked by offices. Santa Monica th College?s Madison Campus (bordered by Arizona Avenue, 10 Street, Santa Monica th Boulevard and 11 Street), two post office facilities, childcare services, office buildings, and a nursing home punctuate the area. The area south of Santa Monica Boulevard has also been experiencing pressure from the growth of mixed-use buildings and units. 2 Preferential parking zones exist within and adjacent to the proposed zone. The City th Council designated 12 Street between Arizona Avenue and Santa Monica Boulevard as Preferential Parking Zone OO in January of 1999. The regulations on this block prohibit parking except by permit from 7:00 a.m. to 9:00 p.m. Monday through Saturday. Zone N lies east of the proposed zone, adopted by the City Council in 1990. Zone N thththththth includes 14, 15, 16, 17, 18 and 19 Streets between Wilshire Boulevard and thth Santa Monica Boulevard and Arizona Avenue between 14 and 20 Streets. Zone N allows two-hour parking from 9 a.m. to 9 p.m. Monday through Friday and from 3:00 p.m. to 9:00 p.m. on Saturdays and Sundays, except by permit. Discussion A parking and occupancy study was completed in April 2000. The inventory combined th with existing data documented a total of 1202 parking spaces in the area on 9Street, ththth 10 Street, 11 Street, 12 Street, Euclid Street, Arizona Avenue, Santa Monica Boulevard, Broadway and Colorado Avenue. Of those, 53 percent are adjacent to residential property and would be eligible for preferential parking regulations, 25 percent have some sort of existing regulations and 22 percent are unregulated and would continue to be unregulated. The parking study quantified parking occupancy on the streets. All but one residential block had peak occupancies greater than 85 percent and four blocks experienced peak occupancies of greater than 100 percent, meaning that all parking spaces were occupied and that automobiles were parking illegally. The only street that consistently 3 had spaces available was Santa Monica Boulevard, where parking meters were always available for motorists on the day of the survey. The parking situation is frustrating for both residents and businesses. Residents returning home are unlikely to find parking during the day, as are employees and customers of businesses who look for unregulated and long term parking spaces on the street. With the current condition, employees, residents and visitors may be circulating through the neighborhood to find available free parking spaces. th The block that has had preferential parking for over a year, 12 Street between Arizona Avenue and Santa Monica Boulevard, was studied to determine how streets that receive preferential parking might operate once regulations are implemented. During the weekday study period the highest parking occupancy was 76 percent during the 7 a.m. hour and the lowest occupancy was 60 pecent during the 7 p.m. hour. During the midday on a Saturday the parking occupancy on the block was 81 percent. Even with permit regulations in place, parking is well utilized. To create consistency of regulations in the neighborhood, staff recommends changing the hours of regulations for the 1300 block of 12th Street by incorporating this block into Zone XX. Staff is soliciting input from the neighbors of this block regarding the proposed change in hours. Comments from Businesses and Residents Residents and businesses in the affected area were invited to a meeting to discuss regulations on August 29, 2000. Prior to the meeting City staff recommended 4 regulations prohibiting parking from 9:00 a.m. to 9:00 p.m. Monday through Saturday throughout the proposed zone. Approximately 100 people attended the meeting held at Ken Edwards Center. Residents and businesses also communicated directly with City staff in writting. The majority of people expressed an interest in residents and businesses working cooperatively with the City. While some residents expressed a desire not to have preferential parking in any form, the majority called for parking relief in their neighborhood in the form of preferential parking. Still others would like to find other solutions to the mutual parking problems. Residents cited a reluctance to give up their parking space during the day for fear of not being able to find parking at night, frustration at having employees park from morning until evening without being able to find a space themselves, and rude behavior of other parkers. th Residents close to the intersection of Wilshire Boulevard and 11 Street cited the impact that the restaurants and bars have on their ability to park and the noise created by patrons into the early morning hours. Residents close to the intersection of Lincoln Boulevard and Broadway cite similar complaints about a bar and restaurant. Both sets of residents have requested having preferential parking until midnight, seven days a week. Staff?s recommendations reflect these comments and recommend more stringent regulations for the proposed zone. 5 Many different types of businesses expressed concern about the proposed regulations. They cite the difficulty that their employees and patrons have in finding parking. Just as multifamily residential buildings do not currently have sufficient on-site parking, neither do many of the businesses. Employers are concerned that they may lose employees if they are not able to park on the street and that they may have to relocate their business if it becomes more difficult to find parking. The businesses say it appears unfair to ?privatize public parking.? A hand full of businesses have expressed fear for their employees? safety if they have to park farther away from where they work and have said they would be interested in buying permits to park near their business. Auto dealerships, located on Santa Monica Boulevard, and the post office facilities, th located at the corner of Colorado Avenue and 11 Street, have informed City staff that they are interested in building additional parking on site for their employees, but that City regulations make this prohibitive. These locations are also the largest employers in the area. Santa Monica College officials have communicated that they provide adequate parking for the Madison campus, although others believe that visitors would prefer to park for free on the street. th A pre-school on 10 Street, PS#1 School on Euclid Street, the Boys and Girls Club on Lincoln Boulevard and the Masonic Lodge on Santa Monica Boulevard have communicated the unique needs of their organizations. Some of these groups depend on street parking for parents and volunteers to make their programs work and all of these people depend on street parking. They feel that preferential parking will be 6 extremely difficult for their organizations. The Transportation Management Division can work with these organizations to modify parking regulations adjacent to their property. Parents and volunteers may have to park farther away or pay for parking. In many cases, they are already unable to park free of charge adjacent to their facilities because of high on-street parking occupancy without regulation. The Masonic building hosts civic groups that use residential street parking. As many of their functions are in the evenings, the Masons may be able to accommodate this demand through shared parking arrangements with area businesses. The Santa Monica Community Church is located at the corner of 14th Street and Arizona Avenue and while they would be affected by these regulations, they have made arrangements for additional Sunday parking with an area business. Some businesses and residents have suggested alternative hours for preferential parking. They recommend regulations starting late in the afternoon or in the early evening, as that is when they perceive that residents need to park near their homes. Staff believes that the most difficult time for residents to find parking is during the daytime hours and into the evenings. The neighbors adjacent to nighttime uses have requested that preferential parking extend well into the evening hours. City staff has met on several occasions with representatives of the Santa Monica Chamber of Commerce. The Chamber is interested in long-term parking solutions, and may play some role in facilitating construction of additional parking by private interests willing to finance such a project. 7 Available Options The City has evaluated a number of approaches to help alleviate the parking pressure in the area. ? Preferential Parking: This is the only tool at this time to protect some parking spaces exclusively for the use of residents. Staff believes that two-hour regulations in this neighborhood would not be to the advantage of the residents due to the overwhelming demand for parking. Two-hour parking would not allow for exclusive use of parking spaces for residents and would continue the need for circling for a parking space. Preferential parking regulations only apply to the portion of the street adjacent to residential structures to balance the parking needs of residents and non-residents. ? On-Street Meter Permits: This program arose from the need for employee parking at a time when some metered streets had low parking occupancies. The City continues to sell permits for $38.50 per month to park all day at posted meters on Colorado Avenue, as well as other locations in the City. There is currently a waiting list for these permits and even permit holders have a difficult time finding parking spaces. Given the scale of demand and new technology, alternative regulations could continue to allow employee parking more efficiently. The City may consider eliminating the program, making parking available on a first-come first-served basis, limiting the number of permits any business can purchase or creating districts where the meter permits are eligible to better distribute the use of these permits and make them available to more businesses. 8 ? Shared Parking: The greatest need for parking is during the day, when most parking supplies are in use. Nighttime uses, such as restaurants and bars, may benefit from working with businesses whose parking is vacant at night. ? Employee Shuttle: Some auto dealership representatives have suggested an employee shuttle. A shuttle could only be successful if appropriate satellite parking could be identified, there were no parking options for employees closer to their place of employment, and ongoing funding would be available. ? Parking Meters: Most of the businesses would like to have meters on Santa Monica Boulevard available for customers rather than long-term parking for employees. Of all streets in the study area, those with metered parking are the least utilized. Many customers who preferred free street parking will chose to pay for parking at available meters once the proposed regulations go into effect. Metered spaces are convenient and readily available. The Transportation Management Division works with all businesses to help determine what the most appropriate meter regulations should be at the request of the businesses. ? Santa Monica College: Residents and businesses have suggested that the Madison Campus appears to have an abundance of parking. While they do have the largest lot in the area, it appears that the lot is well used and is not appropriate for shared parking during the hours of peak demand. ? Angled Parking: Some residential streets in the area are wide enough for and have traffic volume compatible with angled parking on one side of the street. Residents have been encouraged to petition for these changes that would 9 increase the parking capacity of the streets. The Transportation Management Division will pursue these requests as they are received. ? Limited Employee Parking: If over 50 percent of the parking on a block with preferential parking regulations is available 90 days after implemention of regulations, the Transportation Management Division could develop a program to sell a very limited number of permits to area businesses for use on certain blocks. Preferential parking is intended to allow residents greater access to the parking on their street. If excess parking were available, allowing limited employee parking would help address the needs of businesses without compromising the needs of the residents. If an average of more than 50 percent of the parking spaces on a street were occupied, non-residential permits would be sold for that block. The number of business permits sold would be limited to an amount that would not cause parking occupancy to exceed 85% on that particular block. Permits would be sold on a priority basis to small businesses located nearest the block. ? Business Sponsored Solutions: Auto dealerships in the area have expressed an interest in working cooperatively to address the needs of the businesses in the area. Suggestions have included changes in zoning to make it easier for businesses to add parking to their present businesses and adjoining parcels and identifying and financing parking structure sites. Ideas include developing existing private lots for parking structures, incorporating underground public parking with any new parks and creating a parking district to finance the construction of additional parking. 10 Staff recommends the adoption of preferential parking regulations, the reevaluation of the On-Street Meter Permit Program, sale of a limited amount of permits to local businesses, where conditions allow, ongoing responsiveness to meter regulations adjacent to businesses and consideration of support for feasible business generated solutions. Preferential parking regulations will not increase the number of cars parking on the street. Residential drivers will no longer need to circle the streets to find parking near their homes and non-residential drivers will locate alternative parking options. Budget/Fiscal Impact It is estimated that area residents in the proposed zone will purchase approximately 3000 permits. This will generate approximately $45,000 annually in additional revenue in FY 00/01 at account 01415.400290. The budget should be amended to reflect this additional revenue. CEQA Analysis The proposed project has been determined to be categorically exempt from the provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19, Section 15301 ( c ) which was recently amended to define Class 1 exempt projects in the following way: "Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving little or no expansion of use beyond that existing at the time of the lead agency?s determination. . ." This exemption 11 lists as an example of "existing facilities:" "( c ) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities." Preferential parking zones involve only the issuance of permits for the use of an existing public street and include negligible or no expansion of this existing use. The proposed project will not result in an increase in the number of cars on the designated streets, but rather gives preference to certain parkers. Recommendations: It is recommended that the City Council: 1. Approve the attached Resolution creating Preferential Parking Zone XX and amending Resolution 9344 CCS (Resolution of the City Council of the City of Santa Monica Re-Establishing Various Preferential Parking Zones) by replacing Exhibit A. 2. Approve the revenue budget adjustment outlined in this report. Vehicles displaying residential parking permits shall be exempt from posted preferential parking regulations. ii. Vehicles displaying commercial parking permits shall be exempt from posted regulations from 9am to 6pm daily. (c) Preferential parking restrictions shall be posted in each eligible block within the zone upon receipt and verification of a qualifiying petition representing two-thirds of the dwelling units and at least 50% of the abutting frontage. All regulations on the above named streets will prohibit parking between the hours of 9:00 a.m. and 12 midnight, seven days a week, except by residents with permits and their guests. Only the portions of the street directly adjacent to residential buildings will be covered by these regulations. The purpose of the project is to provide relief to residents of the area who find that the regular and frequent use of parking by non-residents greatly impacts their ability to find parking near their homes, requiring residents to frequently circle their neighborhood to find parking close to their residence. This area is dominated by multi-family residential homes without adequate on-site parking for residents. The regulations will reserve a limited supply of parking spaces in the area for the exclusive use of the residents and their guests during the hours of regulation. This minor change will not increase the occupancy of parking spaces in the area. The one block, that currently has parking restrictions, experiences occupancies between 60% and 76% during weekdays from 7:00 a.m. to 9:00 p.m. Midday Saturday occupancies were measured at 81%. Given the average occupancy on the block that currently has preferential parking (67%) compared to the average occupancy of blocks that would be eligible for preferential parking (84%), the occupancy is expected to decrease by 17%. With each block having an average of 36 parking spaces, 6 cars currently parking on each block are expected to be affected, for a total of approximately 150 vehicles. Customer vehicles will likely shift from currently free street parking to nearby and available metered parking spaces. An average of 70 metered spaces are available in the area during weekdays. Other vehicles will park in spaces adjacent to non-residential buildings that will remain unregulated. Thus the City of Santa Monica expects the majority of parking spaces in the area will continue to be well utilized. Should the average parking occupancy of a regulated street fall below 50%, the City is obligated to create a procedure to sell a limited amount of parking permits to area business. The permitting of these streets will have a minor impact in that it will not result in an increase in the number of cars parked on the designated streets, but rather gives preference to certain parkers.
