SR-509-004 Purch:DH:RAH: F:\FINANCE\PURCH\STFRPTS\SRBD2836.DOC Council Meeting: September 25, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award Bid to Furnish and Deliver One Hydraulic Articulating Aerial Device, Bid #2836 Introduction This report recommends award of bid to furnish and deliver one hydraulic articulating aerial device for the Open Space Management Division, Community & Culture Services Department, in the total amount of $155,318.04, including applicable sales tax. Background The compressed natural gas (CNG) powered hydraulic articulatingaerial device will be used by Open Space Management personnel to trim City trees. It will replace a 1990 International Inc. aerial device which is no longer cost effective to maintain and is part of the Vehicle Replacement Program. Discussion In response to published Notices Inviting Bids (published May 11 and 13, 2001) in accordance with City specifications, bids were received and publicly opened and read on May 31, 2001. Proposal forms were mailed to nine vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Proposal forms requested vendors to quote on six fuel sources, including (CNG). Four proposals 1 were received as follow: VENDOR AMOUNT Altec Industries, Inc. $113,335.20 (Gasoline-Powered) $117,228.60 (Propane-Powered) $121,677.12 (Diesel-Powered) $155,318.04 (CNG-Powered) Truck Hydraulic Equipment Co., Inc. $125,156.88 (Diesel-Powered) $157,432.68 (CNG-Powered) Pacific Utility Equipment Co.$160,108.92 (CNG-Powered) Global Rental Co., Inc.$126,543.60 (Diesel-Powered) The gasoline, propane and diesel powered hydraulic articulatingaerial devices offered by the vendors do not meet the City?s reduced emissions fuel policy. The purchase of a CNG-powered hydraulic articulatingaerial device is consistent with the City?s reduced emissions fuel policy. Staff has evaluated the bid submitted by Altec Industries, Inc. and finds that it meets City specifications. Budget/Financial Impact Budget authority for this purchase is in the Capital Improvement Budget account numbers C54016701.589000, ?Fleet Vehicles Replacement Program?. 2 Recommendation It is recommended that City Council reject the bids submitted by Altec Industries, Inc., Truck Hydraulic Equipment Co., Inc., Pacific Utility Equipment Co. and Global Rental Co., Inc. for non CNG-powered hydraulic articulating aerial devices and that award of Bid #2836 be made to Altec Industries, Inc. for a CNG-powered hydraulic articulating aerial device in the total amount of $155,318.04, including applicable sales tax, as the best bidder.
